TRAFFIC, ENGINEERING AND SPEED SURVEY
Highway under survey: Grove Street 9e
Area of: Between Citrus Avenue and Highland Avenue
Date of Survey: May 22, 1980
RECOMMENDATIONS:
It is recommended, based on the facts of this survey that
Grove Street between Citrus Avenue and Highland Avenue be posted at
30 MPH.
The observed critical speed was 34 MPH with an average
speed of 27 MPH and a pace speed of 20 to 30 MPH. There are five
intersections between Citrus Avenue and Highland Avenue, four of which
are uncontrolled. The area meets the requirements of -22352 b-1
(residential zone) fo*r a 25 MPH speed limit.
Taking the above facts into consideration, a -speed limit
of 30 MPH would be appropriate to facilitate the orderly movement of
traffic in a safe and reasonable manner. The curve in the road just
south of Morrison should be posted with 20 MPH advisory signs, for
both directions of travel.
It is recommended that the road be sign posted as follows:
1 . Post 30 MPH signs for S/bound traffic
a) Just S/of Citrus Avenue
b) Just S/of Palm Avenue
2 . Post 30 MPH signs for N/bound traffic
a) Just north of Highland
b) Just north of Palm
3. Post "Curve" and 20 MPH advisory signs
a) Just S/of Morrison for S/bound traffic
b) Between Palm Avenue and Morrison for
- N/bound traffic .
