HomeMy WebLinkAbout4154_CCv0001.pdf RESOLUTION NO. 4154 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ESTABLISHING TRAFFIC REGULATIONS PURSUANT TO CHAPTER 67 OF THE REDLANDS ORDINANCE CODE Pursuant to studies made in accordance with Chapter 67 of the Redlands Ordinance Code and the presentation of information gained in such studies , the City Council hereby finds and determines that traffic conditions and the convenience of the public require that certain regulations are necessary and shall be established. SECTION ONE: Pursuant to Sections 40802 (b) , 22352 , 22354 , 22357, and 22358 of the California vehicle Code and Article 680 , Section 68001 (a) of the Redlands Traffic Ordinance , the following highway has been studied and the following speed limits are hereby found most appropriate to facilitate the orderly movement of traffic and are reasonable and safe : Highway: Lugonia Avenue Area of: West City Limits and East City Limits Completion Date: February 10 , 1986 Speed Limits as Follows : 50 MPH between the west City Limits and Karon Street 40 MPH between Karon Street and Occidental Drive 50 MPH between Occidental Drive and Wabash Avenue ADOPTED, SIGNED AND APPROVED this 18th day of March , 1986 . Mayor of the City of Redlands ATTEST: ity Clerk ENGINEERING, TRAFFIC, AND SPEED SURVEY HIGHWAY UNDER SURVEY: Lugonia Avenue BETWEEN: West City Limits and East City Limits DATE OF SURVEY: February 10, 1986 FACTS: Lugonia Avenue in the area between the West City Limits (approximately in line with Tennessee Street) and Karon Street is for the most part undeveloped (fields) . The roadway is two lanes, 54 feet wide. The area is posted for 50mph speed limit. The observed critical speed (85 percentile) was 48mph, average speed was 40mph. Lugonia Avenue in the area between Karon Street and Orange Street is for the most part residential with a public park between Clay Street and Washington Street. The roadway is four lanes, 63 feet wide. The area is posted for 35mph. The observed critical speed was 40mph, average speed was 35mph. Lugonia Avenue in the area between Orange Street and Wabash Avenue (east city limits) is State Highway Route 38. This area is residential, business, open fields and orange groves. The roadway is two lanes; the width varies from 36' (most of the road- way) to 72' . The observed critical speeds were as follows: At Herald Street 42mph (average speed 36mph) and at Judson Street 48mph (average speed 42mph) . RECOMMENDATIONS: Based upon the facts accumulated in this study, it is recommended that the speed limits be adopted for Lugonia Avenue as follows, as they would facilitate the safe and orderly movement of traffic in a safe and reasonable manner. 1. 50mph for the area between west city limits and Karon Street. 2. 40mph for the area between Karon Street and Occidental Drive. 3. 50mph for the area between Occidental Drive and Wabash Avenue. On January 26, 1983, the Department of Transportation, pursuant to the provisions of section 22343 of the Vehicle Code, found that 55 MPH is more than is reasonable and safe, prepared an order decreasing the 55 MFH speed limit on a state highway to: 1. 40mph for the area between Orange Street to Occidental Drive. 2. 50mph for the area between Occidental Drive and Wabash Avenue. It is recommended that Lugonia Avenue remain posted in the following manner: 1. For eastbound traffic: A. 50mph speed limit sign east of Alabama Street. B. 40mph speed limit sign east of Karon Street. C. 40mph speed limit sign east of Texas Street. D. 40mph speed limit sign east of Orange Street. E. 40mph speed limit sign east of Church Street. F. 50mph speed limit sign east of Occidental Drive. G. 50mph speed limit sign east of Judson Street. 2. For westbound traffic: A. 50mph speed limit sign west of Wabash Street B. 50mph speed limit sign west of Judson Street. C. 40mph speed limit sign east of Occidental Drive. D. 40mph speed limit sign west of Orange Street. E. 40mph speed limit sign west of Texas Street. F. 50mph speed limit sign west of Karon Street. 3. Maintain current School Zone posting for east and westbound traffic at Sixth Street at Lugonia Elementary School. Bill L.
