HomeMy WebLinkAbout3697_CCv0001.pdf RESOLUTION NO. 3697 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ESTABLISHING TRAFFIC REGULATIONS PURSUANT TO CHAPTER 67 OF THE REDLANDS ORDINANCE CODE Pursuant to studies made in accordance with Chapter 67 of the Redlands Ordinance Code and the presentation of information gained in such studies, the City Council hereby finds and determines that traffic conditions and the convenience of the public require that certain regulations are necessary and shall be established. SECTION ONE: Pursuant to Section 40802 (b) of the California Vehicle Code and Article 680, Section 68001 (a) of the Redlands Traffic Ordinance, the following highway has been studied and the following speed limits are hereby found most appropriate to facili- tate the orderly movement of traffic and are reasonable and safe. Taylor City Attorney ENGlNEERTNG, TRAFFIC AND SPEED SURVEY Highway Under Study: Olive Avenue Area of: Between Citrus Ave. and Terracina Blvd. Date of Survey: June 28, 1980 RECWIMENDAI"IONS: It is recommended, based on the facts of the survey that Olive Ave. between Citrus and San Mateo Street be posted 30 MPH . This area meets the requirements of California Vehicle Code Section 22342b-1 (residential-business district) for 25 MPH zone. The critical speeds observed between Citrus Ave. and San Mateo Street are as follows: 1. At Sonora St 32 MPH (Pace 24-34,Avg. 28) 2 . At Buena Vista St. 32 %LIPH (Pace 24-34 , Avg. 28) 3. Between -Nanette and Roma St. 32 1,11PH (Pace 26-36, Avg. 29) The roadway width is 52 feet and there is parallel parking allowed on both sides of the street. There are two schools along the road- way (McKinley Elementary and Sacred Heart School) that meet the requirements of Section 22352b-2 CVC for a 25 MPH zone . Taking the above facts into consideration a speed limit of 30 MPH would be appropriate to facilitate the orderly movement of traffic in a safe and reasonable manner. The area between San Mateo Street and Terracina Boulevard should be decreased from 45 MPH to 35 MPH. The area has recently been developed as a residential area and now meet the requirements of CVC 22352b-1 (residential-business district) for a 25 MPH zone . The observed critical speed was 36 MPH (between Lakeside and Bellevue) - with a pace speed of 28 to 38 and an average speed of 32 MPH . There have been three new streets that intersect with Olive Avenue between San -Mateo Street and Terracina Boulevard. The roadway width varies between 49 and 63 feet. The intersections of Lakeside Street at Olive and Bellevue Avenue at Olive Have poor visability. Taking these facts into consideration a speed limit of 35 MPH would be appropriate to facilitate the orderly movement of traffic in a safe and reasonable manner . Post 33 MPH signs for west bound traffic - a) Just west of Citrus b) Just west of Cajon Street c) Just west of Grant Street d) Just west of Center Street e) Just west of Nanette Street 2 . Post 30 MPH for east bound traffic - a) Just east of San Mateo Street b) Just east of Nanette Street c) Just east of Center Street d) Just east of Cajon Street 3 . Post 35 MPH for west bound traffic - a) Just west of San. Mateo Street b) Just east of Mills Street 4. Post 35 MPH for east bound traffic a) Just east of Terracina Boulevard b) Just east of Mills Street 5 . Remove all. 45 MPH signs. 6 . Maintain school zone signs as posted. CLETE F .
