HomeMy WebLinkAbout3669_CCv0001.pdf RESOLUTION NO. 3669 A RESOLUTION OF THE CITY COUNCIL ESTABLISHING TRAFFIC REGULATIONS PURSUANT TO CHAPTER 67 OF THE REDLANDS ORDINANCE CODE Pursuant to studies made in accordance with Chapter 67 of the Redlands Ordinance Code and the presentation of information gained in such studies, the City Council hereby finds and determines that traffic conditions and the convenience of the public require that certain, regulations are necessary and shall be established. SECTION ONE: Pursuant to Section 40802 (b) of the California Vehicle Code and Article 680 , Section 68001 (x) of the Redlands Traffic Ordinance, the following highway has been studied and the following sped is hereby found most appropriate to facilitate the orderly movement of traffic and is reasonable and safe. Highway: Palm Avenue Date of Study: March 14 , 1980 Speed Limit as Follows: 25 MPH between Silverwood Place and San Mateo Street 30 MPH between San Mateo Street and Redlands Boulevard 30 MPH between Redlands Boulevard and Grove Street 25 MPH between Grove Street and the east end of Palm Avenue ADOPTED, SIGNED AND APPROVED this lst day of April, 1980 . f G _ -:4r- ATTEST: 4 .� �. Taylor City Attorney ENGINEERING, TRAFFIC AND SPEED SURVEY HIGHWAY UNDER SURVEY: Palm Avenue AREA OF: Between Ford Street and Silverwood Place DATE OF SURVEY- March 14 , 1980 RECOMMENDATIONS: It is recommended that based on the facts of this survey that Palm Avenue between Silverwood and San Mateo Streets remain posted 25 MPH. The area meets the requirements of CVC 22352 b-1 (resi- dential district) for a 25 MPH speed limit. There are five inter- sections in this area and they are all uncontrolled. The critical speed for the area was observed at 30 MPH with an average speed of 24 MPH. Taking the above facts into consideration, a speed limit of 25 MPH would be appropriate to facilitate the orderly movement of traffic in a safe and reasonable manner. The area between Redlands Boulevard and San Mateo Street should remain a 30 MPH zone. This area meets the requirement of CVC 22352 b-1 (residential area) for a 25 MPH zone-. The area between Banyan Drive and Eureka Street meets the requirements of 22352 b-1 (school zone) for a 25 MPH speed limit. There are 16 intersections in the area and 11 are uncontrolled. The observed critical speeds were 36 MPH at Alvarado Street (pace speed 28-38, average 31) , 34 at Hibiscus Dr. (pace speed 26-36, average 30) and 34 at Dana Street (pace speed 26-36 , average 30) . The road width varies between 38 and 49 feet and the area has maod- heavy pedestrian traffic. Taking the above facts into consideration a speed limit of 30 MPH would be appropriate to facilitate the orderly movement of traffic in a safe and reasonable manner. The area between Banyan Dr. and Eureka St. should remain posted for 25 MPH when school children are present. The area between Redlands Blvd. and Grove St. should be increased from 25 to 30 MPH. The area meets the requirements of 22352 b-1 for a 25 MPH speed limit. The area has 8 intersections, 6 of them uncontrolled. The area had a critical speed of 34 MPH (pace speed 26-36) . The road width varies from 47 to 48 to 34 feet. Taking the above facts into consideration, a speed limit of 30 MPH would be appropriate to facilitate the orderly movement of traffic in a safe and reasonable manner. Page 2/March 14 , 1980 The area between Grove St. and the E/end of Palm Ave. should remain a 25 MPH zone. This area meets the requirements of 22352 b-1 (residential area) for a 25 MPH zone. This area has 4 inter- sections with 3 of them uncontrolled. The road width varies between 49 to 22 feet. The observed critical speed was not taken due to the low traffic volume. Taking the above facts into consideration, a speed limit of 25 MPH would be appropriate to facilitate the orderly movement of traffic in a safe and reasonable manner. It is recommended that the road way be sign posted as follows: 1. Post 25 MPH signs for west bound traffic: a) Just W/of Ford St . b) Just W/of San Mateo St . (Posted) 2 . Post 25 MPH signs for east bound traffic: a) Just E/of Serpentine (Posted) b) Just E/of Grove St. (Posted) 3 . Post 30 MPH signs for west bound traffic: a) Just W/of Grove St. b) Just W/of Roosevelt C) Just W/of Hibiscus (Posted) d) Just W/of Lytle St. e) Just W/of Eureka (Posted) f) Just W/of Center St. (Posted) g) Just W/of Monterey St . 4 .
