A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ESTABLISHING
TRAFFIC REGULATIONS PURSUANT TO TITLE 10 OF THE REDLANDS MUNICIPAL
CODE.
Pursuant to studies made under authority of Title 10 of the Redlands Municipal Code, and
the presentation of information gained in such studies, the City Council hereby finds and
determines that certain regulations are necessary and shall be established pursuant to Title 10 of
the Redlands Municipal Code, and the Traffic Engineer of the City of Redlands is hereby directed
to perform such acts as are necessary to accomplish the following:
SECTION ONE: Pursuant to Section 10.24.010 of the Redlands Municipal Code, a
traffic engineering investigation (Engineering, Traffic and Speed Surveys and Speed Survey Data
sheets), attached hereto as Exhibit "A," and made a part thereof, has been conducted for the
following highways and the following speed limits are hereby found most appropriate to facilitate
the orderly movement of traffic and are reasonable and safe:
I. Highway: Palm. Avenue
Date of Study: May 9, 2002
Speed Limits as follows:
30 m.p.h. between Serpentine Drive and San Mateo Street.
40 m.p.h. between San Mateo Street and Ford Street.
ADOPTED, SIGNED AND APPROVED THIS 15TH DAY OF OCTOBER, 2002.

HIGHWAY UNDER SURVEY: Palm Avenue
AREA OF: Between Serpentine Drive and Ford Street
DATE OF SURVEY: May 9, 2002
RECOMMENDATIONS:
Based on the facts of this survey it is recommended that Palm Avenue between Serpentine Drive
and San Mateo Street be posted as a 30 m.p.h. zone The existing posted speed limit on Palm
Avenue between Serpentine Drive and San Mateo Street is 30 m.p.h. The critical speed was 34.3
m.p.h. for this segment.
Between Sherwood Street and Nottingham Drive - Critical Speed - 34.3 m.p.h.
Average Speed - 30.2 m.p.h.
Pace Speed - 26-35 m.p.h.
It is recommended that the area between Sam Mateo Street and Ford Street be posted for 40 m.p.h.
The existing posted speed limit on Palm Avenue between San Mateo Street and Ford Street is 35
m.p.h. In the area between San Mateo Street and Ford Street, six speed surveys were conducted.
The results are as follows:
Between Grove Street and Cimarron Drive- Critical Speed - 43.0 m.p.h.
Average Speed - 37.7 m.p.h.
Pace Speed - 34-43 m.p.h.
Between Cimarron Drive and Birch Court- Critical Speed - 44.0 m.p.h.
Average Speed - 37.9m.p.h.
Pace Speed - 35-44 m.p.h.
Between Roosevelt Read and Orchard Drive- Critical Speed - 41.8 m.p.h.
Average Speed - 36.6 m.p.h.
Pace Speed - 34-43 m.p.h.
Between Hibiscus Drive and Palm Lane - Critical Speed - 40.4 m.p.h.
Average Speed - 35.5 m.p.h.
Pace Speed - 32-41 m.p.h.
Between Buena Vista Street and Alvarado Street - Critical Speed - 43.0 m.p.h.
Average Speed - 38.0 m.p.h.
Pace Speed - 35-44 m.p.h.
Between Pacific Street and Monterey Street - Critical Speed - 42.4 m.p.h.
Average Speed - 37.5 m.p.h.
Pace Speed - 34-43 m.p.h.
The critical speeds for all of these segments have increased from the previous speed survey that
was conducted on June 1, 1994. 500 feet east of Grove Street was 36 m.p.h. and is now 43.0
m.p.h., 100 feet east of Cimarron Drive was 44 m.p.h. and is again 44.0 m.p.h., 200 feet east of
Roosevelt Road was 38 m.p.h. and is now 41.8 m.p.h., 150 feet west of Hibiscus Drive was 38
m.p.h. and is now 40.4 m.p.h., at Alvarado Street it was 42 m.p.h. and is now 43.0 m.p.h., and
50 feet east of Monterey Street was 40 m.p.h. and is now 42.4 m.p.h.
It is recommended that Palm Avenue be posted as follows for 30 m.p.h.:
1. For westbound traffic
a. Just west of San Mateo Street.
2. For eastbound traffic
a. Just east of Serpentine Drive.
It is recommended that Palm Avenue be posted as follows for 40 m.p.h.:
1. For westbound traffic
a. Just west of Ford Street.
b. Just west of Grove Street.
c. Just west of Lytle Street.
d. Just west of Hibiscus Drive.
e. Just west of Roosevelt Road.
f. Just west of Eureka Street.
g. Just west of Center Street.
2. For eastbound traffic
a. Just east of San Mateo Street.
b. Just east of Center Street.
c. Just east of Cajon Street.
d. Just east of Redlands Boulevard.
e. Just east of Roosevelt Road.
