Home My WebLink About7002_CCv0001.pdf RESOLUTION NO. 7002 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ESTABLISHING TRAFFIC REGULATIONS PURSUANT TO TITLE 10 OF THE RE DLA DS MUNICIPAL CODE WHEREAS, pursuant to studies made under the authority of Title 10 of the Redlands Municipal Code, and the presentation,of information contained in such studies, the City Council of the City of Redlands has determined that certain traffic regulations are necessary to protect the public health, safety and welfare and should be established pursuant to Title 10 of the Redlands Municipal Code; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF REDLANDS as follows: Section I. Pursuant to Section 10.24.010 of the Redlands Municipal Code, a traffic engineering investigation (Engineering and Traffic Survey and Speed Survey Data sheets), attached hereto as Exhibit "A" and made a part thereof, has been conducted for the following highways and the following speed limits are hereby found most appropriate to facilitate the orderly movement of traffic,and are reasonable and safe: Highway: Redlands Boulevard Date of Study: September 10, 2010 Speed Limits as follows: 40 mph on Redlands Boulevard between California Street and Texas Street; 35 mph on Redlands Boulevard between Texas Street and Eureka Street; 30 mph on Redlands Boulevard between Eureka Street and Citrus Avenue; 50 mph on Redlands Boulevard between Highland Avenue and Ford Street. Section 2. The City Engineer of the City of Redlands is hereby directed to perform such acts as are necessary to effectuate this Resolution. Ij Sam Irwin, City Clerk of the City of Redlands,hereby certify that the foregoing Resolution No. 7002 was duly adapted by the City Council at a regular meeting thereof held on the l9th day of October,r, 0l0 by the following vete; AYES: Councilmembers Bean, Harrison, Gallagher,,Aguilar; Mayor Gilbreath NODS: None ABSENT: None ABSTAIN: None Sam Irwin, ity ler City of Redlands, California EXHIBIT "A" ENGINEERING AND TRAFFIC SURVEY HIGHWAY UNDER SURVEY: Redlands Boulevard AREA OF: Between California Street and Citrus Avenue and between Highland Avenue and Ford Street DATE OF SURVEY September 10, 21110 RECOMMENDATIONS- The "r'.ECOMMENDATIONS-Thee California Manual on Uniform Traffic Control Devices(C CD)and the California Vehicle Code (CVC) Section 627 establishes current procedures for establishing speed limits on local streets. The current criteria states that the posted speed limit may be reduced by 5 mph from the nearest 5 mph increment of the 8e percentile speed also known as the critical speed ere an engineering study indicates the need for a reduction in speed to match existing conditions with the traffic safety deeds of the community. There were a total of 92 reported rnidblock accidents on Redlands Boulevard from California Street to Ford Street from 2805 to 2008. The expected accident rate for four or more lanes for a divided urban roadway is 2.30. Accident rate = number of midblock accidents per year x 1{3l 24 hour volume x 385 x length x-number of years The traffic accident rates on Redlands Boulevard are as full California Sheet to Texas Street= 88 x 10'3 J 44792 x 365 x 2.08 x 4 = 0.49 Texas Street to Citrus Avenue= 9 x 106/ °1 7 '1 x 385 x 0.95 x 4 = 0.35 Citrus Avenue to Ford Street= 17 x 10'3 118528 x, 385 x 1.58 x 4 = 0.40 The calculated accident rates are well below the expected accident rate for this roadway. The existing posted speed limit on Redlands Boulevard between California Street and Texas Street is 40 mph. The area between California Street and Texas Street is bounded by numerous shopping and business centers. This segment contains eightsignalized intersections. The directions of traffic are divided for most of this segment by either a striped median island or a raised median island. There are two lanes of traffic in each direction. The surrey results are as follows: Between California Street and Nevada Street- Critical Sp —38.4 mph Average Speed-®33.4 mph Pace Sp --30-39 mph Between Nevada Street and Iowa Street- Critical Speed —42.2 mph Average Speed —;38.9 mph Pace Speed— 332 mph Between Iowa Street and Kansa Street- Critical Speed —41.8 mph Average Speed— 36.8 mph Pace Speed—34-43 mph- Behr n phBetween Kansas Street and New York Street- Critical Speed—43.7 mph Average Speed —38.9 mph Pace Speed —34-43 mph Between New York Street and Eureka Street- Critical Speed—40.6 mph Average Speed—36.1 mph Pace Speed —32-41 mph The 86 percentile speed rounds off to 40 mph for all of the segments except between Kansas Street and New York Street. This segment rounds off to 45 mph, it is recommended that this segment be further reduced by 5 mph to 40 mph for speed continuity and because of the surrounding business districts and pedestrian traffic in this area due to the ESR1 campus. The existing posted speed limit on Redlands Boulevard between Texas Street and Eureka Street is 35 mph. It is recommended that this segment remain posted at 35 mph as it is a< transitional speed zone for motorists who are approaching the lower speed limits in the downtown area. The existing posted speed limit on Redlands Boulevard between Eureka Street and Citrus Avenue is 30 mph. The survey results are as follows: Between Eureka Street and Orange Street- Critical Speed—32.9 mph Average Speed—"28.8 mph Pace Speed—25-34 mph Between Orange Street and Citrus Avenue- Critical Speed —34.3 mph Average Speed—29.8 mph Pace Speed—26-35 mph The 85 percentile speed rounds off to 35 mph for these segments, it is recommended that they be further reduced by 5 mph to 30 mph because of the downtown business district and the pedestrian traffic that occurs downtown. The existing posted speed limit on Redlands Boulevard between Highland Avenue and Ford Street is 50 mph. The survey results are as follows: Between Highland Avenue and Ford Street- Critical Speed —66.9 mph Average Speed —50.9 mph Pace Speed —48-57 mph The 85 percentile speed rounds off to 55 mph for this segment, it is recommended that they be further reduced by 5 mph, to 88 mph which is the existing posted speed limit.
