HomeMy WebLinkAbout4748_CCv0001.pdf RESOLUTION NO. 4748 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ESTABLISHING TRAFFIC REGULATIONS PURSUANT TO TITLE 10 OF OF THE REDLANDS MUNICIPAL CODE Pursuant to studies made in accordance with Title 10 of the Redlands Municipal Code and the presentation of information gained in such studies, the City Council hereby finds and determines that traffic conditions and the convenience of the public require that certain regulations are necessary and shall be established. SECTION ONE: Pursuant to Chapter 10. 24 of the Redlands Municipal Code and Sections 22352(B) (1) and 22352(B) (2) of the California Vehicle Code the following highway has been studied and the following speed limits are hereby found most appropriate to facilitate the orderly movement of traffic and are reasonable and safe. Highway: San Bernardino Avenue Date of Study: January 15, 1991 Speed Limits as Follows: 50 MPH between Texas Street and Tennessee Street. 40 MPH between Texas Street and Orange Street. 30 MPH between Orange Street and Hanford Way. 45 MPH between Hanford Way and Wabash Avenue. IJ *Mayoo t ofdiands ATTEST: i City Cle�k I, Lorrie Poyzer, City Clerk of the City of Redlands, hereby certify that the foregoing resolution was duly adopted by the City Council at a regular meeting thereof held on the 28th day of March, 1991, by the following vote: AYES: Councilmebers Beswick, Cunningham, Larson, Mison; Mayor DeMirjyn NOES: None ABSENT: None City Cle k �_ i ENGINEERING, TRAFFIC AND SPEED SURVEY HIGHWAY UNDER SURVEY: San Bernardino Avenue AREA BETWEEN: Tennessee St. and Wabash Ave. DATE OF SURVEY: January 15, 1991 FACTS AND RECOMMENDATION: Based upon the facts accumulated in this study it is recommended that the speed limits be adopted for San Bernardino Avenue as follows: 1. 50 MPH for the area between Tennessee Street and Texas Street. 2. 40 MPH for the area between Texas Street and Orange Street. 3 . 30 MPH for the area between Orange Street and Hanford Way. 4. 45 MPH for the area between Hanford Way and Wabash Avenue. The area between Tennessee Street and Texas Street is currently posted as a 50 MPH zone. The area is largely orange groves with only two residences at the street. The observed critical speed was 46 MPH (DOWN from previous critical speed of 50 in 1986) and the pace speed was 38-48 MPH. The observed drop in the critical speed was noted largely to a heavy increase in semi-tractor trailer utilizing this portion of San Bernardino Ave. as a detour due to excessive construction on the west end of town. It is anticipated that this situation will be temporary. In that as soon as construction is completed in 1991-92 the truck traffic will be diverted and the critical speed will rise. Taking the above facts into consideration a speed limit of 50 MPH would be appropriate to facilitate the orderly movement of traffic in a safe and reasonable manner. The area between Texas Street and Orange Street is currently posted at 40 MPH. This does not meet the residence requirements for a prima facie limit although new streets and residences have been added since the last survey in 1986. The observed critical speed was 44 MPH with a pace speed of 34 to 44 MPH. The width of the roadway in this area is (from west to east) 36' to 63 ' to 38' to 631 . Based on the above facts a speed limit of 40 MPH would facilitate the safe and orderly movement of traffic in a safe and reasonable manner. The area between Orange Street and Church Street is currently posted 30 MPH. The area between Orange Street and Glover Street meets the requirements of California Vehicle Code section 22352 (b) (1) (Residential - Business District) . The area between Glover Street and Church Street has a school, Clement Junior High, and year-around ballfield, Community Ballfield, on the south side of the street and four residential cul-de-sacs on the north side of the street. This area meets the requirements for California Vehicle Code section 22352 (b) (2) , (School zone) . 1 Page 2 of 3 i The area at the school is posted for 25 MPH while children are present. The observed critical pace was 34 MPH and the pace speed was 26 to 36 MPH. The area between Church Street and Occidental Drive is currently posted for 30 MPH. During the past 5 years, the area has experienced a heavy increase of residential structures and the addition of several streets intersecting San Bernardino Avenue along with the corresponding rise in vehicular and pedestrian traffic. This portion of roadway is bordered by unimproved shoulders, excluding sidewalks, which force the pedestrian traffic to walk on the roadway. The observed critical pace was 36 MPH and the pace speed as 26-36 MPH. Based on the above fact and taken into consideration the increase in residential building in the area it is recommended that the 30 MPH zone be extended from Occidential Drive to Hanford Street. A speed unit of 30 MPH would be appropriate to facilitate the orderly movement of traffic in a safe and reasonable manner. The area between Hanford Way and Wabash Avenue is largely orange groves with few residences. This area has a dirt shoulder and a narrow roadway (19' and 231 ) . The critical speed was 44 MPH and the pace speed was 36 to 46 MPH. This area has experienced a low accident rate during the past 5 years. This area is currently posted for 45 MPH. Taking the above facts into consideration, a speed limit of 45 MPH would be appropriate to facilitate the orderly movement of traffic in a safe and reasonable manner. It is recommended that the roadway be posted as follows: I . For eastbound traffic a) 50 MPH speed limit sign east of Tennessee Street b) 40 MPH speed limit sign east of Texas Street (currently posted) C) 30 MPH speed limit sign east of Orange Street (currently posted) d) 30 MPH speed limit sign east of Church Street e) 45 MPH speed limit sign east of Hanford Way f) 45 MPH speed limit sigh east of Judson Street Page 3 of 3 II. No. 91-148 Due to conditions affecting the welfare of the public utilizing various streets in the Redlands area, the Board hereby finds and determines that traffic conditions require that speed zones should be established, and the Director of Transportation and Flood Control of the County of San Bernardino is hereby directed to perform such acts that are necessary to acooplish the following: Pursuant to County Code Section 52.0123(b) : (1) Establish a 50 mph speed zone on Alabama Street (108550) , fram Lugonia Avenue (Redlands City limits) north to 700 feet north of San Bernardino Avenue, in the vicinity of Redlands. (2) Establish a 50 mph speed zone on San Bernardino Avenue (725550) , frm ' 1,700 feet west of Alabama Street east to State Route 30 (Redlands City limits) , except those portions within the Redlands City limits, in the vicinity of Redlands. Pursuant to County Code Section 52.0123(b) (1) : (1) Rescind Paragraph 1 of Board Resolution dated November 6, 1972, Pursuant to Section 52.0123(b) of the County Code: 'Ib establish a 50 mph speed zone on Alabama Street (108550) frOM State Highway 10 north to the Redlands City limits, except those portions lying within the City of Redlands, in the vicinity of Redlands. SUBJECT: Sp ;p ZC)2dFS - Redlands Area RECOMMENDATION: Adopt resolution establishing various speed zones on xim-rious streets in the vicinity of Redlands. B The County of San Bernardino and the City of Redlands are jointly updating speed zones on joint jurisdiction roads. Alabama Street and San Bernardino Avenue, have been studied by staff and meet the provisions of the California Vehicle Code and the County Code. REASON FOR RE02IMTDATION:Board approval is required to establish or charade a speed zone on roads maintained by the County. REVIEW BY QTHERS: This item was reviewed by Deputy county Counsel Charles S. Scolastico and Third District SkWervisorial staff on April 12, 1991. FIKANCIAL DATA: The 'Transportation Department will incur a cost of $600.00 to upgrade signing as indicated in the Resolution, and minor administrative costs to update the Transportation Department records.
