A RESOLUTION OF THE CITY COUNCIL ESTABLISHING TRAFFIC REGU-
LATIONS PURSUANT TO CHAPTER 67 OF THE REDLANDS ORDINANCE
CODE
Pursuant to studies made in accordance with Chapter 67 of the
Redlands Ordinance Code and the presentation of information gained
in such studies, the City Council hereby finds and determines that
traffic conditions and the convenience of the public require that
certain regulations are necessary and shall be established.
SECTION ONE: Pursuant to Section 40802 (b) of the California
Vehicle Code and Article 680, Section 68001 (a) of the Redlands
Traffic Ordinance, the following highway has been studied and the
following speed limits are hereby found most appropriate to facili-
tate the orderly movement of traffic and is reasonable and safe:
Highway: San Mateo Street
Date of Study: October 14 , 1983
Speed Limits as Follows: 35 MPH between Brookside Avenue and
Fern Avenue
30 MPH between Fern Avenue and
Highland Avenue
Maintain school zone as currently
posted for north and south bound
traffic at Smiley Elementary School
between Fern Avenue and Clifton
Avenue

DATE OF SURVEY: October 14, 1983
FACTS/RECOtMfENDATIONS:
San Mateo Street between Brookside Avenue and Fern Avenue has not changed
since the last survey (April 1978) . The area is residential and all inter-
sections are controlled by stop signs. The roadway width is 64 feet. . The
critical speeds observed in the area were 38 mph (pace 30 to 40, average 33)
between Brookside Avenue and Olive Avenue and 36 mph (pace 28 to 38, average
32) between Olive Avenue and Fern Avenue.
Taking the above facts into consideration a speed limit of 35 mph betdeen
Brookside Avenue and Fern Avenue to facilitate the orderly movement of
traffic in a safe and reasonable manner.
San Mateo Street between Fern Avenue and Highland Avenue should remain posted
for 30 mph. This area is residential and meets the requirements of 22352 B-1
CVC for a 25 mph zone.
San Mateo Street is also the major route for juvenile pedestrians going to
the Smiley Elementary School. (San Mateo at Cypress Avenue) . The roadway
width varies from 45 to 64 feet. The observed critical speeds in the area
were 36 mph (pace 28 to 38, average 32) between Fern Avenue and Cypress
Avenue and 36 mph (pace 28 to 38, average 31) between Cypress Avenue and
Highland Avenue.
Taking the above facts into consideration a speed limit of 30 mph between Fern
Avenue and Highland Avenue would be appropriate to facilitate the orderly movement
of traffic in a safe and reasonable manner.
Smiley Elementary School is located at the north west corner of the intersec-
tion of San Mateo Street and Cypress Avenue. This area meets the requirements
of 22352 b-2 for a 25 mph zone.
Taking the above facts into consideration the area between Fern Avenue and
Clifton Avenue should be posted for 25 mph when school children are present.
A 25 mph speed limit would be appropriate to facilitate the orderly movement
of traffic and pedestrians in a safe and reasonable manner.
It is recommended that the roadway be posted as follows:
1. Post 35 mph signs for south bound traffic
A. Just south of Brookside Avenue
B. Just south of Olive Avenue -

B. Just north of Olive Avenue
3. Post 30 mph signs for south bound traffic

4. Post 30 mph signs for north bound traffic
A. Just north of Highland Avenue
B. Just north of Palm Avenue
C. Just north of Cypress Avenue
5. Post "SCHOOL" warning sign and 25 mph when school children present signs
A. Just south of Fern Avenue for south bound traffic
B. Just north of Clifton Avenue for north bound traffic
C. Just north of Cypress Avenue for north bound traffic
