A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
ESTABLISHING TRAFFIC REGULATIONS PURSUANT TO TITLE 10 OF THE
REDLANDS MUNICIPAL CODE.
Pursuant to studies made under authority of Title 10 of the Redlands Municipal
Code, and the presentation of information gained in such studies, the City Council hereby
finds and determines that certain regulations are necessary and shall be established pursuant
to Title 10 of the Redlands Municipal Code, and the Traffic Engineer of the City of
Redlands is hereby directed to perform such acts as are necessary to accomplish the
following:
SECTION ONE: Pursuant to Section 10.24.010 of the Redlands Municipal Code,
a traffic engineering investigation has been conducted for the following highway and the
following speed limit is hereby found most appropriate to facilitate the orderly movement
of traffic and is reasonable and safe:
Highway: TERRACINA BOULEVARD
Date of Study: SEPTEMBER 21, 1994
Speed Limits as follows:
45 mph between Barton Road and Olive Avenue
35 mph between Olive Avenue and Cypress Avenue
ADOPTED, SIGNED AND APPROVED THIS 18TH DAY OF APRIL, 1995

DATE OF SURVEY: SEPTEMBER 21, 1994
RECOMMENDATIONS:
Based on the facts of this survey, it is recommended that Terracina Boulevard between Cypress
Avenue and Olive Avenue be posted for 35 mph. The current speed limit in this area is 35 mph.
The critical speeds in this area were observed to be 38 mph. The critical speed at Olive Avenue
was 40 mph; however, this is at the location of a speed limit change from 35 to 45 mph. The
average speeds ranged from 33 to 35 mph.
The area is a mix of residential and medical offices with Redlands Community Hospital located
at Terracina Boulevard and Fern Avenue. That intersection is controlled by a four-way stop.
Otherwise, Terracina Boulevard is uncontrolled in this area.
The critical speeds and the nature of the area support the maintenance of the existing 35 mph
limit in this area.
It is recommended that Terracina Boulevard between Barton Road and Olive Avenue be posted
for 45 mph. The current speed limit in this area is 45 mph.
The critical speeds in the area were observed to range between 44 and 48 mph, with average
speeds of 39 to 42 mph.
The area is residential, with residences widely spaced on the westside of the street. There is
multifamily residences immediately south of Barton Road.
The are no geometric or accident factors which would indicate lowering the limit below 45 mph.
It is recommended that the roadway be posted as follows:
Post 35 mph signs for northbound traffic
a. Just north of Cypress Avenue
b. Just north of Fern Avenue
Post 35 mph signs for southbound traffic
a. Just south of Olive Avenue
b. Just south of Fern Avenue
