HomeMy WebLinkAbout3994_CCv0001.pdf RESOLUTION NO. 3994 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ESTABLISHING TRAFFIC REGULATIONS PURSUANT TO CHAPTER 67 OF THE REDLANDS ORDINANCE CODE Pursuant to studies made in accordance with Chapter 67 of the Redlands Ordinance Code , and the presentation of information gained in such studies , the City Council hereby finds and determines that traffic conditions and the convenience of the public require that certain regulations are necessary and shall be established. SECTION ONE : Pursuant to Sections 40802 (b) , 22357 of the California Vehicle Code and Article 680 , Section 68001 (a) of the Redlands Traffic Ordinance, the following highway has been studied and the following speed limits are hereby found most appropriate to facilitate the orderly movement of traffic and is reasonable and safe : Highway: University Street between Brockton Avenue and Cypress Avenue Date of Study : July 26 , 1984 Speed Limits as Follows : 30 MPH between Brockton Avenue and Cypress Avenue ADOPTED, SIGNED AND APPROVED this 16th day of October, 1984. Mayor of the City of Redlands ATTEST: e k I ENGINEERING, TRAFFIC AND SPEED SURVEY HIGHWAY UNDER SURVEY: UNIVERSITY STREET AREA OF: BROCKTON AVENUE AND CYPRESS AVENUE DATE OF SURVEY: July 26 , 1984 FACTS AND RECOMMENDATIONS: It is recommended that based on the facts of this survey, that University Street, between Brockton Avenue and Cypress Avenue, be posted as a 30 mph zone. The observed critical speeds were : 28 mph at Lytle Street (pace 22 to 30) , 32 at Park Avenue (pace 24 to 34 ) , and 32 at College Avenue. The roadway width varies between 39 feet and 73 feet, and there is parking allowed on both sides of the street. A ball bank indicator test was used to determine safe speeds for the curves in the roadway at Lytle Street and just south of Colton Avenue . The test showed that 30 mph was reasonable and safe for the curve at Lytle Street and that 20 mph was a safe speed for the curve just south of University Street. Taking the above facts into consideration, a speed limit of 30 mph would be appropriate to facilitate the orderly movement of traffic in a safe and reasonable manner. It is recommended that the roadway be posted as follows : 1 . Post 30 mph signs for northbound traffic . a . Just north of Cypress Avenue b. Just north of Central Avenue C . Just north of Colton Avenue 2 . Post 30 mph signs for southbound traffic . a. Just south of Brockton Avenue b. Just south of Colton Avenue C. Just south of Citrus Avenue 3 . Post 20 mph curve advisory signs . For both directions of travel prior to the curve, just south of Colton Avenue. Z?t— - rev Lt . Cletus F .
