A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
CONCERNING RAILROAD TRAIN BLOCKAGE OF CITY STREETS
WHEREAS, the City Council of the City of Redlands ("this City Council") has concerns
about the potential impact to the public health, safety and convenience of its citizens from the
prolonged blocking of City streets by stopped railroad trains; and
WHEREAS, it is the desire of this City Council to ensure that the free flow of traffic and
emergency services personnel and vehicles are not unduly hampered; and
WHEREAS,the Public Utilities Commission of the State of California in General Order 135
has established regulations which prohibit trains from blocking streets for more than 10 minutes,
subject to certain enumerated exceptions; and
WHEREAS,Public Utilities Commission General Order 135 further permits the prosecution
of railroad companies which fail to comply within its provisions;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS AS FOLLOWS:
Section 1. City staff is hereby authorized and directed to take all reasonable and
necessary steps to ensure that the intent of the provisions of General Order 135 ofthe Public Utilities
Commission of the State of California is enforced within the boundaries of the City of Redlands.
Section 2. City staff is hereby further directed to monitor the status of Assembly Bill No.
2326 and advise the City Council of the provisions of the legislation in the event it becomes law.
Section 3. A certified copy of this resolution shall be sent to all railroad companies
known to utilize the tracks within the confines of the City of Redlands.
