A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS, STATE
OF CALIFORNIA, ADOPTING THE FINANCIALLY CONSTRAINED TWENTY-
YEAR "BASELINE" TRANSPORTATION IMPROVEMENT PROGRAM FOR THE
SAN BERNARDINO COMPREHENSIVE TRANSPORTATION PLAN
WHEREAS, the San Bernardino Associated Governments (SANBAG) is
coordinating the development of a county-wide, long-range transportation plan covering the
entire county of San Bernardino for inclusion in the federally mandated regional
transportation plan prepared by the Southern California Association of Governments
(SLAG); and
WHEREAS, federal regulations require that all transportation improvement projects
contained in the plan's baseline scenario have an identified, reasonably available funding
source; and
WHEREAS, SANBAG is responsible for determining that the list of baseline
transportation improvement projects submitted by each jurisdiction is financially constrained;
and
WHEREAS,the reasonably available funding sources for transportation improvement
projects, other than those specifically identified in the adopted San Bernardino Measure I
Strategic Plan, are either: 1) a formal commitment of funding as a consequence of inclusion
in the regional transportation improvement program adopted by SANBAG; and/or 2) some
combination of the following:
Local Gas Tax Subvention
Local Measure I
General Fund
Fees
Developer Mitigation
Special Districts;
and
WHEREAS, the attached twenty-year transportation improvement program includes
a project description, a cost estimate, and an estimated completion date, and identifies the
reasonably available funding sources that would be used to fully implement the project.
NOW,THEREFORE, LET IT BE RESOLVED that the City of Redlands finds that
the attached transportation project list is financially constrained and should be included in
the federally mandated regional transportation plan as part of the twenty-year baseline
transportation improvement program.
