RESOLUTION Oda THE CITE' COUNCIL OF TnE CITY O
REDLANDS URGTNG THE FEDERAL GOVERNMENT TO
PARTICIPATE IN A REALISTIC TAX-SHARING PROGRAM
WITH STATE AND MUFICTPAL GOVERNMENTS
WEEREAS , the Cite Council of the City of Redlands, California,
representing the 34, 550 inhabitants of The Cite of Redlands,
California, is becoming increasingly concerned with the problem
of providing additional tax sources and revenue to meet the
ever-increasing ung costs ot municipal government, and
WHEREAS, In the division of governmental functions among
local, statF= and federal boC+ < e8 in the United States the -
xer-
ci c of powers at various levels is inseparably rel ate::° to the
i tribution of taxing authority; and
WHEREAS, Today the federal government ' s share or total
taxes far exceeds the total combined share for state and local
governments; and
WHEREAS, It present tax trends continue, vocal governments
will not by able to meet public demands for more and better
schools healthhighways, health facilities , police protection and
other similar services without severe strains upon their res-
pective economiesi and
WHEREAS, it is vital and essential to strengthen stag: and
local self-government; now, therefore, _e i
RESOLVED, that the City Council of the Cite of Redlands,
California, endorses the bask principle of tax sharing in
order to make additional revenues available from the Federal
Government to the State and Municipal governments ; and be it
further
RESOLVED, That the Congress of the `,'n3steC States is urged
to enact a workable and realistic tax-sharing program, with con-
sideration
on-
sder tion given to the following alternatives: tax rebates,
unrestricted block k gra ts, federal tax credits against state
aand 'ocW3.1. taxes or atransfer of tai, sources from the federal
to the St,c'1'.`e and local leve 7 and he it further
RESOLVED, T City Ciera of the City of Redlands,
California, is directed to transmit copies of this resolution
to the President and .dice President of the United States, the
Speaker of the House of Representatives of the United Sates,
to each Senator from California and to the Representative of
the 33rd Congressional District of California in the Congress
of the United States . J
