A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
APPROVING VARIANCE NO. 767 FOR PROPERTY LOCATED AT 168 S.
EUREKA STREET IN THE CITY OF REDLANDS
WHEREAS, the Redlands Community Music Association has filed an application for
Variance No. 767 to request waiver by the City of on-site parking requirements pursuant to
Section 18.164.240 of the Redlands Municipal Code for the Mission Gables Bowl House located
at 168 S. Eureka Street,Redlands, California; and
WHEREAS, the City Council has the authority, pursuant to Section 18.196.030 of the
Redlands Municipal Code, to take action upon Variance No. 767 requesting waiver of on-site
parking requirements pursuant to Section 18.164.240 of the Redlands Municipal Code for the
Mission Gables Bowl House located at 168 S. Eureka Street; Redlands, California and
WHEREAS, on April 24, 2013, the City's Planning Commission held a noticed public
hearing at which interested persons had an opportunity to testify in support of, or opposition to,
Variance No. 767; and
WHEREAS, the Planning Commission subsequently recommended to the City Council
approval of a mitigated negative declaration and Variance No. 767; and
WHEREAS, on April 25, 2013, the City gave public notice, by mailing to property
owners within a 300 foot radius of the property, and on April 25, 2013 by publishing notice in
the Redlands Daily Facts, a newspaper of general circulation within the City, of a public hearing
at which Variance No. 767 would be considered; and
WHEREAS, on May 7, 2013, the City Council held a noticed public hearing at which
interested persons had an opportunity to testify in support of, or in opposition to, Variance No.
767;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redlands as
follows:
Section 1. The City Council hereby adds hereby approves Variance No. 767 based on
the following findings:
A. There are exceptional or extraordinary circumstances or conditions
applicable to the property designated as 168 S. Eureka Street, and the intended use of that
property that do not apply generally to other properties or uses in the same vicinity and zone. The
property consists of a newly renovated, locally designated, historic building that is owned by the
City of Redlands within the Civic Center area, and is surrounded by other historic properties.
The property is unique because the City approved rehabilitation of the property for the purpose
of adaptively reusing a former apartment building to augment existing facilities servicing the
Redlands Bowl. The property is also surrounded by historic buildings that have been preserved,

and are not suitable for demolition in order to construct a parking lot to meet parking
requirements.
B. The variance is necessary for the preservation and enjoyment of a
substantial property right possessed by other properties in the same vicinity and zone district, but
which is denied to the property in question. The property is located in an area of the City that
contains many historic civic buildings, including the A.K. Smiley Public Library, the Lincoln
Shrine, and the Redlands Bowl. These other buildings have no on-site parking and been
permitted to use street parking.
C. The granting of the variance will not be detrimental to the public welfare
or injurious to the property or improvements of others in the vicinity. Use of the property is
conditioned to control the size, frequency and types of events held at the property facility as well
as to address noise impacts.
D. The granting of the variance will not adversely affect the City of
Redlands' General Plan. The variance furthers the goal of Policy 3.20a of the General Plan's
Historic and Scenic Element, as well as Policy 4.93a of the General Plan's Land Use Element.
Therefore, approval of the variance will not adversely affect the General Plan of the City of
Redlands."
