RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
OPPOSING THE REMOVAL OF VITAL STATISTIC FILING AND CER-
TIFYING FROM THE OFFICE OF THE CITY CLERK TO THE COUNTY
OF SAN BERNARDINO
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF REDLANDS ,
WHEREAS, the City Cleric of the City of Redlands has provided
competent personal service to the public by keeping accurate records of
births and deaths continuously since 1888 in the exercise of a high de-
gree of governmental efficiency in the public .interest and consistent
with the fundamental home rule principles in which California has long
taken pride ; and
WHEREAS, the people of the Redlands area desire and need a
central office at Redlands for recording vital statistics and obtaining
certified copies of such records ; and
WHEREAS, the City of Redlands has expended substantial sums
of public monies in establishing a fully equipped recording office and
staffing it with capable personnel for the purpose of maintaining
vital statistics ' records ; and
WHEREAS, in the absence of such local service many persons ,
particularly among the elderly, will be seriously- inconvenienced and
in many cases prevented from obtaining such records , particularly when
they lack transportation to the County seat ; and
WHEREAS, the continuation of such service in Redlands will
directly benefit the public and such private professions as funeral
directors , insurance brokers , lawyers and other professions which re-
quire prompt delivery of vital statistics and certified copies of
records in the ordinary course of their business .
IT IS THEREFORE RESOLVED that the City Council of the City of
Redlands hereby opposes the removal of the function of certifying vital
statistics from the office of the City Clerk, which has performed such
public service since 1888, to the County Court House, and urges its
legislative representatives , Senator Nisbet and Assemblyman Hinckley to
take whatever action may be necessary to prevent such removal, and to
maintain the city' s fundamental home rule right to maintain such records
for the people .
