WHEREAS, on July 2, 1980, the City of Redlands entered into an agreement with the property owner of Parcel Map 5914 to defer certain public street improvements that were a condition of such parcel map; and WHEREAS, on July 19, 1994,the City Council waived the requirement to construct public street improvements for Parcel Map 14660, which is located across the street from Parcel Map 5914; and WHEREAS, Redlands Municipal Code section 12.22.090 C3 states the City Council may waive street development requirements if the City"imposes requirements that are not roughly proportional to requirements that have been unposed upon other property in the vicinity through land use regulation or any special assessment proceeding;" NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redlands as follows: Section 1. The City Council hereby finds that the adoption of this Resolution is exempt from review under the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines section 15061(b)(3) based upon its detennination that it can be seen with certainty that there is no possibility that such action will have a significant effect on the environment. Section 2. The City Council hereby waives the requirements for Parcel Map 5914, as described in the attached agreement dated July 2, 1980(Exhibit `A'),to construct certain street improvements.
