A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS,
CALIFORNIA, ADOPTING THREE SOLID WASTE PLANNING ELEMENTS AS
REQUIRED BY THE PUBLIC RESOURCES CODE, DIVISION 30, PART 2,
INTEGRATED WASTE MANAGEMENT PLANS
WHEREAS, Division 30, Part 2, Chapter 2, of the Public Resources Code
requires local governments to prepare and adopt a Source Reduction and Recycling Element
which will divert twenty-five percent of all solid waste from landfill or transformation facilities
by 1995, and will divert fifty percent of all solid waste by 2000; and
WHEREAS, Division 30, Part 2, Chapter 3.5, Article 1, of the Public Resources
Code requires local governments to prepare and adopt a Household Hazardous Waste Element
for the safe management of household hazardous wastes; and
WHEREAS, Division 30, Part 2, Chapter 4.5, Article 1, of the Public Resources
Code requires local governments to prepare and adopt a Non-Disposal Facility Element; and
WHEREAS, the City of Redlands has prepared and completed a negative
declaration for the Source Reduction and Recycling Element and Household Hazardous Waste
Element (collectively, the "Project") according to Division 13, Chapter 2.6, of the Public
Resources Code; and
WHEREAS, notice of the public hearing on the Source Reduction and Recycling,
Household Hazardous Waste, and the Non-Disposal Facility Elements was given in a newspaper
of general circulation for the period and time as prescribed by Title 14, Chapter 9, Article 8,
Section 18782, of the California Code of Regulations;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Redlands that:
SECTION A
1. The City Council certifies that it has reviewed and considered the negative
declaration which was prepared for the Project, and adopts the finding that there
is no substantial evidence that the proposed Project will have a significant effect
on the environment.
2. The City Council hereby approves and adopts the Source Reduction and
Recycling Element, the Household Hazardous Waste Element, and the Non-
Disposal Facility Element, a copies of which are attached hereto, as its integrated
waste management plan as required under the Act, and authorizes and directs the
City staff to implement the programs contained in the Elements.
3. The City Clerk is directed to file and post a Notice of Determination in
accordance with the provision of the California Environmental Quality Act, and
to file the Source Reduction and Recycling Element, Household Hazardous Waste
Element, and the Non-Disposal Facility Element with the County of San
Bernardino, immediately upon adoption of this Resolution.
