The provisions of this resolution shall not apply to the following premises, a. A dwelling on a single parcel of land which includes five (5) acres or more and is used primarily for agri- cultural purposes , bResidences of persons who may be granted exemptions by the City Council upon clear and satisfactory evidence that application of this resolution would cause substan- tial hardship to such persons , The City manager may authorize such exemptions following a report and recommendation from a committee of three members, who shall be the City Treasurer, the Director of Finance, and the Disposal Superintend- ent.
