HomeMy WebLinkAbout2601_CCv0001.pdf a , RESOLUTION NO. 2601 A RESOLUTION OF THE CITY OF REDLANDS PROVIDING WATER SERVICES OUTSIDE THE BOUNDARIES OF THE CITY OF REDLANDS SUBJECT TO CERTAIN CONDITIONS AND REQUIREMENTS Be it hereby resolved by the City Council of the City of Redlands as follows: SECTION 1. That the Water Board of the City of Redlands, consist- ing of the City Manager, the Director of Public Works, and the Water Superintendent and Engineer, shall approve all connections to the Redlands Domestic Water System for service to property outside the city limits, subject to the following conditions: a. Connection shall be only for domestic single family dwellings located in single family residential or agriculture zones. b. Maximum connection size permitted under this resolution shall be one inch. C. The Water Board shall determine whether existing facil- ities are adequate to provide the additional service. If the facilities are deemed to be inadequate, service will be approved only after the applicant installs facilities in accordance with requirements and specifi- cations provided by city ordinance. d. Applicant shall pay all charges and furnish water stock as required by the City before service will be approved. e. Before service will be approved, the owner of the prop- erty to be served shall enter into an agreement and record the same as a covenant running with the land re- quiring the owner to annex the property to the City of Redlands, subject to any outstanding bond obligations of the. City of Redlands, within 120 days after the City requests the annexation. The owner shall state in the agreement that in the event the property is not annexed to the City of Redlands within the 120-day period, the water rates and charges to that property shall be twice the normal outside rates until such time as the proper- ty is annexed to the City of Redlands. f. To assure that expansion of the City Domestic Water Sys- tem will conform to sound operational procedures, within the capacity of its facilities, the Water Board may, at its discretion, reject any application that is deter- mined to be detrimental to the City system. SECTION 2. Service connections made under the provisions of this resolution shall comply with all the rules and regulations established by City ordinance. SECTION 3. In addition to complying with the requirements of Sec- tion 1, all applications for service to property outside the City limits for other than a domestic dwelling or for a size larger than one inch shall be submitted to the Public Works Department for review by the Water Board. The Water Board shall refer the request to the Planning Department for verification that the existing or proposed development is compatible with the Redlands General Plan and that the area has been comprehensively zoned in a manner not inconsistent with zoning of the City of Redlands. Upon receipt of land use information from the Planning Department and confirmation from the Public Works Department that the existing or required facilities are adequate to provide the additional service, the Water Board shall recommend to the City Council approval or denial of the request. In the event a water meter is issued and subsequent action by the owner or occupant results in a change of zone or property use that is inconsistent with the zoning or general plan of the City of Redlands, or the owner refuses to annex upon request of the City, the meter will be removed and water service discontinued. SECTION 4. Resolution No. 2552 is hereby rescinded and revoked, effective the 6th day of June , 1967 . ADOPTED, SIGNED and APPROVED this 6th day of June , 1967 . ATTEST: -- sl Waldo F.
