HomeMy WebLinkAbout7523_CCv0001.pdf RESOLUTION NO. 7523 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS IMPLEMENTING A NEW WATER EFFICIENCY REBATE PROGRAM WHEREAS, pursuant to the State's Water Conservation Act of 2009, the City of Redlands is required to reduce per capita water use twenty percent (20%) by the year 2020; and WHEREAS, the City Council of the City of Redlands ("this City Council") has approved the 2010 Urban Water Management Plan in compliance with the Water Conservation Act of 2009; and WHEREAS, the City of Redlands' 2010 Urban Water Management Plan identifies programs and best management practices to reduce per capita water use; and WHEREAS, on February 21, 2012, this City Council approved Resolution No. 7125 establishing a water efficiency rebate program in an effort to encourage water conservation; and WHEREAS, on July 29, 2014, the California State Water Resources Control Board, in an effort to increase water conservation during this time of severe drought, approved mandatory watering restrictions which were to expire on April 25, 2015; and WHEREAS, on May 5, 2015, the California State Water Resources Control Board, due to the continued drought, reestablished, for an additional 270 days, mandatory water use restrictions ("Restrictions"); and WHEREAS, the City desires to increase its water conservation efforts during times of Restrictions with enhanced water efficiency rebate program("Program") incentives; and WHEREAS, after a careful review of the Program,this City Council specifically finds that: A. The Program will continue to assist the City in complying with the mandates in the Water Conservation Act of 2009 and assist in reduction in water consumption required by Restrictions; and B. The City's Program may be modified from time to time to improve its effectiveness and to meet the changing needs of the City and its customers. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Redlands hereby ratifies and enacts the following: Section 1. The new water efficiency rebate program attached hereto as Exhibit "A" is hereby established and approved by the City Council. All participants must be a City of Redlands water customer.The residence must be located within the City's service area. 2. Customer must provide the City of Redlands with the itemized dated sales purchase receipt(s) for any products included in this program. 3. All applications must be complete and signed for approval to be eligible for rebate. 4. Rebates shall not exceed the purchase amount of the rebated product. 5. Rebates will be processed on a first-come, first-served basis until funds for the fiscal year are exhausted. b. Rebate eligibility requires pre-instaIIation and post-installation inspections to ensure the implementation and use of rebated products.Inspections are provided free of charge to customers. 7. After validation of purchase and installation of the approved product,customer will receive a rebate in the form of a credit to their utility bill. Providing customers remain an active customer,the credit will roll over onto the next bill until the credit is exhausted. 8. Conversions must take place within 90 days after pre-inspection clearance. If post-inspection or request for extension is not completed within 90 days,money allocated for project will be redirected back into available funds and another pre-inspection will be required. Disclaimer: The City o£Redlands reserves the right to deny applications if any conditions or qualifications are not met.Submission or possession of a rebate application does not guarantee a rebate/bill credit. The City reserves the right to change the terms of this program at its discretion at any time.By participating in this program,you waive and release the City of Redlands from any and all claims and causes of action arising out of the installation or use of rebated products. Any claim based upon defect or failure of performance of rebated products should be pursued with the manufacturer/distributor.The City is not responsible for receipts or paperwork lost in the U.S.mail.The City cannot guarantee any participation in this program will result in lower water utility bills. Customer is responsible for complying with local ordinances, restrictions, rules and regulations prior to any installation or conversion. At any time this program can be subject to change or termination without prior notice.If awarded a rebate,rebate is expected to show as a credit on the next billing cycle following the date of rebate awarded. INCENTIVE ITEM DESCRIPTIONS High Efficiency Sprinklers: High efficiency sprinklers are sprinklers designed to reduce water consumption.High efficiency sprinklers can come in form of rotary or spray. Instead of a fixed stream of water,rotary heads deliver multiple streams, reducing water waste.Rotary nozzles also deliver a wider stream of water and distribute less precipitation which decreases overspray and runoff.Newer spray nozzles are designed to distribute water more efficiently and with more precision while using less water. Increase in water droplet size in newer spray nozzles decrease the amount of overspray while increasing amount applied to vegetation.For rebate eligibility,high efficiency sprinklers must: • Be new; • Have documentation(spec sheet,pamphlet, sticker, etc.)signifying its water efficiency; • There is no minimum sprinkler requirement to be eligible for rebate,however all sprinklers on an individual valve circuit must be replaced at the same time for effective conservation and will be accounted for in the pre-inspection. 4 I:\cclerk\Resolutions\Res 7500-7599\7523 RESO Water Efficiency Rebate Program 5.19.15.docx Weather-Based Irrigation Controllers: Water-based irrigation controllers (WBICs) improve irrigation efficiency by reducing the amount of over irrigation and watering time,thus reducing the amount of landscape runoff throughout the City's service area. WBICs have a weather based component that tracks current weather conditions by use of a weather sensor and will turn off or modify irrigation if precipitation is present or irrigation is not needed.By offering incentives for WBICs,the City encourages customers to purchase and install these devices,resulting in higher water efficiency.To be eligible for rebate: • Customer must have an existing automated irrigation system with an operable irrigation controller at time of pre-inspection; • WBIC must have capability of odd/even day irrigation scheduling; • WBIC must be new and include a weather sensor OR the purchase and installation of a weather sensor that is compatible with existing irrigation timer,thus making it a weather-based irrigation controller. Synthetic Turf/irrigation-less Groundcover Conversion: Synthetic turf/irrigation-Iess groundcover conversions help eliminate substantial amounts of water used for turf irrigation. By offering incentives for these conversions, the City encourages customers to replace portions of their existing irrigated turf,resulting in irrigation and run-off reductions in the City's service area. Watering costs and turf maintenance may also be reduced.Eligibility requirements for conversion rebate are as follows: • Synthetic turf/groundcover must be water and air permeable; • Conversions must be approved by applicable homeowners associations PRIOR to any work being done; • Must be installed by the homeowner or a licensed contractor; • Must replace irrigated turf area; • Converted area must be covered with weed blocking material and irrigation must be capped in converted area prior to application of synthetic turf/groundcover; • For conversions in areas zoned residential, the use of decorative rock, mulch, gravel or hardscape in landscape visible to the public cannot exceed 20%of the total landscaped area. High Efficiency Washing Machines: High efficiency washing machines(HEWs)yield savings in both water and electricity.HEW's maximum water factor is 6 (gallons per cycle per cubic foot) and use 35-50%less water than conventional washing machines. Reduction in water usage reduces energy usage as well as less water. By offering incentives for HEWS, City customers are encouraged to purchase these appliances,therefore reducing water consumption.For rebate eligibility,all HEWS must be: • A current Energy Star qualified clothes washing machine,as found at www.enereystar.gov: • Have a water factor of 6 or less per load; • Replacing a unit that uses a higher volume of water per load; • New. High Efficiency Toilets: High efficiency toilets (HETs) are toilets that have a low volume flush of 1.28 gallons per flush (gpf) or less. By offering incentives for HETs, City customers are encouraged to purchase them, resulting in a reduction in water consumption.Eligibility requirements for HETs are as follows: • All toilets being replaced must be models using 3.5 gpf or greater; • All HETs must bear the WaterSense logo, and be a current WaterSense Iabeled toilet as found at www.epa.govr'watersense: • All HETs must be new; • All HETs must have a low volume flush of 1.28 gpf or less. Drought Tolerant Plant Conversions: Drought tolerant plant conversions are eligible for rebate if replacing irrigated turf. Further eligibility requirements for this rebate are as follows: 5 McclerMesolutions\Res 7500-7599\7523 RESO Water Efficiency Rebate Program 5.19.15.docx 1) Customer must provide list of plants that they will be using at the time of pre-inspection; 2) All plant material must be an Inland Empire Garden Friendly plant as listed at www.iegardenfriendly.com 3) Areas that are not covered by plant material must be covered with weed block material. 4) Area around the base of all plant material must be covered with a minimum of 2"of mulch to ensure retention of moisture. 5) All sprinklers must be capped and replaced with drip irrigation. Other: Additional methods that can prove to reduce water consumption will also be available for rebate.This allows Redlands customers, particularly in the industrial and commercial uses to explore ways to improve water efficiency in their businesses. By offering incentives for additional water savings, given their ability to prove and validate water reduction, customers will be encouraged to practice water conservation in various methods resulting in additional water savings. 6) Area around the base of all plant material must be covered with a minimum of 2" of mulch to ensure retention of moisture. 7) All sprinklers must be capped and replaced with drip irrigation.
