HomeMy WebLinkAbout7506_CCv0001.pdf RESOLUTION NO. 7506 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS IMPLEMENTING MODIFICATIONS TO ITS WATER CONSERVATION PLAN TO STAGE 11 WHEREAS, on January 17, 2014, Governor Jerry Brown signed a proclamation of a state of emergency which stated 2014 was projected to be the driest year on record and that snowpack was only 20 percent of the non-nal average as of the date of the proclamation; and WHEREAS, on April 25, 2014, Governor Jerry Brown signed a proclamation of continued state of emergency which requested Californians limit their water use and asked that water used for outdoor irrigation be limited; and WHEREAS, due to the limited results of the prior actions, on July 15, 2014, the State Water Resources Control Board ("State Board") approved Resolution No. 2014-0038 adopting sections 863, 864, and 865 of Title 23 of the California Code of Regulations (the "Regulations"); and WHEREAS, the Regulations, among other restrictions, limit usage for irrigation, restrict water from being used for washing sidewalks and driveways, and prohibit irrigation that causes runoff, and WHEREAS, the Regulations remained in effect for 270 days after filing with the Secretary of State; and WHEREAS, on March 27, 2015, because of the continued drought, the State Board adopted new regulations ("New Regulations") adding additional water use restrictions to the prior Regulations; and WHEREAS, as required by New Regulations, effective on March 27, 2015, City is required to implement New Regulations, which expire December 31, 2015; and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redlands as follows: Section 1. The City of Redlands remains in Stage II, Mandatory Compliance, of its water conservation plan. Section 2. Potable water customers of the City of Redlands with even numbered addresses are restricted to irrigating only on even numbered calendar days, and potable water customers of the City of Redlands with odd numbered addresses are restricted to irrigating only on odd numbered calendar days. The application of potable water is prohibited to outdoor landscapes during and within 48 hours after measurable rainfall. Section 4. Operators of hotels and motels shall provide guests with the option of choosing not to have towels and linens laundered daily. The hotel or motel shall prominently display notice of this option in each guest room using clear and easily understood language. Section 5. The City Council hereby determines that the approval of this Resolution is exempt from review under the California Environmental Quality Act ("CEQA") pursuant to section 15061(b)(3) of the state's CEQA Guidelines because it can be seen with certainty that there is no possibility that approval of this Resolution may have a significant impact on the environment.
