HomeMy WebLinkAbout5117_CCv0001.pdf RESOLUTION NO. 5117 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS, CALIFORNIA, FOR THE PURPOSE OF PLANNING AND IMPLEMENTING A PROGRAM TO CONSERVE WILDLIFE AND PLANT SPECIES OF CONCERN IN THE SAN BERNARDINO VALLEY WHEREAS, grave concern is mounting throughout the communities in the valley area of San Bernardino County as the U.S. Fish and Wildlife Service (USFWS) continues the process of evaluating various candidate animal and plant species that are found in the area to determine if they should be listed as being either endangered or threatened pursuant to the Federal Endangered Species Act (ESA); and WHEREAS, the County, in cooperation with local jurisdictions, public agencies and private enterprises, proposes to prepare a valley-wide multi-species Habitat Conservation Plan (HCP) in order to resolve the inherent conflicts between land developers and rare, threatened and endangered species preservation; and WHEREAS, a proactive approach to this important issue is essential to ensure the economic well-being of all interests, both public and private, within the San Bernardino Valley; and WHEREAS, a comprehensive HCP will vastly improve the position of all the jurisdictions to provide for the development needed to create the employment opportunities that are so essential to the economic vitality of the valley area and its citizens. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF REDLANDS AS FOLLOWS: Section 1. The City will support the preparation of an HCP for the San Bernardino Valley encompassing the area generally bounded by the county lines between San Bernardino County and Los Angeles, Orange and Riverside Counties on the west and south and the San Bernardino National Forest Boundary on the north and east, and will consider participation in a Joint Powers Authority (JPA) or other administrative structure, as deemed appropriate, to implement the plan. Section 2. The City will support this effort both by dedicating city staff time to supply the necessary data required for preparation of an HCP and monetarily, in an amount that is mutually agreed to in a fair and equitable manner between all of the local jurisdictions participating in the HCP preparation.
