HomeMy WebLinkAbout2803_CCv0001.pdf RESOLUTION NO, 2SQ3 RESOLUTION OF THE CITY COUNCIL RELATING TO THE ZAMA FLOOD CONTROL CHAMM, MEREAS , the need for Flood protection is immediate and urgent, and WHEREAS , the Flood Control District has allocazed funds for the purchase of rights or way which will provide flood protection to per- sons and properties, including the homes of ...any Redlands residents, and WHEREAS , engineers who have evaluated the flood drainage area and surface flow conditions appear to agree that the long-run channel development would be better located south of the railway tracks, and WHEREAS , the future of the railroad right of way through the City of Redlands is uncertain and subject to speculation, and WHEREAS , many citizens have demonstrated a desire to retain the present route of the Zanja as a green belt and historic site, and WHEREAS , the cost of developing the southerly route is at thi.� time prohibitive and the protection of homes located along the Zanja cannot be delayed, and WHEREAS , future Crafton Hills development may change the entire picture of the nature. size and location of channels necessary to dis- pose of flood run-off; BE 1T HEREBY RESOLVED AS FOLLOWS : 1 . That the City Council of the City of Redlands adopts the rail- road right of way as the main route for disposing of flood waters draining theeastern section of San Bernardino Valley. 2. The present route of the Zanja from Lincoln Street westerly to the city park be maintained as an interim drainage system until a major channel can be built on the railroad right of way. 3 . The City and Flood Control District move forward immediately to make studies to determine chat items 1 and 2 above axe feasible and economical , 4. That if study shows the railroad zight of way zo be more prohibitively expensive than the Sylvan 3oulevard right of way, than the Sylvan Boulevard right of way be adopted : That if the City is not able to receive substantially free of charge the rights of way along present route of tha Zanja neces- sary to oreserve the Zanja by September 15, the Sylvan BouiavaM rouie shill prevail . 5. The Flood Control District be asked to proceed with the acquisition of right Of WaY east of Lincoln Street immWiately.
