RESOLUTION OF THE CITY OF REDLANDS DISAPPROVING C-1 ZONING AT
ALABAMA STREET AND WEST REDLANDS BOULEVARD AS CONTRARY AND
DETRIMENTAL TO THE CITY' S GENERAL PLAN, AND URGING THE BOARD
OF SUPERVISORS TO REVERSE THE PLANNING COMMISSION' S IMPROPER
ZONING OF SUCH PROPERTY ABUTTING THE CITY.
WHEREAS, the Planning Commission of the County of San Bernardino has
approved an application for C-1 zoning for property located generally at
the southwest corner of Alabama Street and West Redlands Boulevard.
WHEREAS, the property adjoins the west boundaries of the City of
Redlands, and San Bernardino County has not considered the harmful ef-
fects upon the City' s long-range development and general plan, nor con-
sulted with this City or sought its approval of the commercial project .
WHEREAS , fringe areas adjoining a city are the most critical lands
in the orderly development of a community, in that such areas form tran-
sitional zones between retreating agriculture and advancing urbanization
and cause planning problems of scatterization, urban sprawl and mixed
land use which the city is eventually forced to deal with.
WHEREAS, zoning requests which are contrary to the general planning
principles of the area are detrimental to the city' s general plan;
WHEREAS, uses permitted in the urban fringes should be more care-
fully evaluated than those permitted within the city as the future form
of the city is influenced by the types of uses permitted in the urban
perimeter, and pt°emature development brings chaos to land use patterns
and destroys the comprehensive plan essential to orderly development ,
and may prevent the highest and best use of the land for the entire com-
munity.
WHEREAS , the County Planning Commission has a responsibility to all
cities within the county area to uphold sound planning .principles in all
areas adjacent to each of the cities within its boundaries and to be cog-
nizant of the policies of the legislative bodies of each city.
WHEREAS , a coordinated effort to maintain the integrity of any
city ' s master plan in these areas is most essential and necessary for
the proper effectuation of that city ' s master plan, in accordance with
the California Planning Statutes , particularly Sections 65460, 65500 and
65116 of the Government Code .
IT IS HEREBY RESOLVED by the City Council of the City of Redlands
as follows :
1 . That the City of Redlands opposes the application for C-1 zoning
at the Southwest corner of Alabama Street and West Redlands Boulevard.
2. That the City of Redlands disapproves and condemns the County
Planning Commission' s approval of such application upon the grounds

( 1 ) That such approval is detrimental to this city' s long-range
land use development in an orderly and comprehensive manner as provided
in the general plan adopted in accordance with the California Planning
Act.
(2) That such approval undermines cooperation and confidence be-
tween the City of Redlands and the County of San Bernardino in achieving
orderly growth and development of lands in the public interest .
(3) That such approval encourages and promotes premature com-
mercial zoning in a transitional area abutting the City of Redlands ,
upsets the city' s general plan, and is a complete• failure upon the part
of the County Planning Commission to carry out its responsibilities in
good faith to the cities in planning matters .
3 . That the Board of Supervisors should join this City Council in
disapproving the Planning Commission' s action and reverse it in the pub-
lic interest .
