HomeMy WebLinkAbout2504_CCv0001.pdf RESOLUTION NO. 2584 RESOLUTION OF THE CITY OF REDLANDS DISAPPROVING C-1 ZONING AT ALABAMA STREET AND WEST REDLANDS BOULEVARD AS CONTRARY AND DETRIMENTAL TO THE CITY'S GENERAL PLAN. WHEREAS, the Board of Supervisors of the County of San Ber- nardino has approved an application for C-1 zoning for property located generally at the southwest corner of Alabama Street and West Redlands Boulevard.; WHEREAS, the property adjoins the west boundaries of the City of Redlands, and San Bernardino County has not considered the harm- ful' effects upon the City' s long-range development and general plan, nor consulted with this City or sought its approval of the commercial project; WHEREAS, fringe areas adjoining a city are the mostcritical .lands in the orderly development of a community, in that such areas fora transitional zones between retreating agriculture and advancing urbanization and cause planning problems of scatterization, urban sprawl and mixed land use which the city is eventually forced to deal with ; WHEREAS, zoning requests which are contrary to the general planning principles of the area are detrimental to the City' s General Plan; WHEREAS, the site was selected by the company in this area directly adjacent, but outside of the City, exclusively aimed at draining off Redlands ' business and luring customers from local businesses with utter disregard to the City' s long-range develop- ment as encompassed in the General Plan ; WHEREAS, the recognized principle of ,invasion and succession emphasizes the fact that control of commercial expansion and strip zoning in the West Redlands area has been highly jeopardized.; IT IS HEREBY RESOLVED by the City Council of the City of Red- lands as follows: 1 . That the City of Redlands remains unalterably opposed to the C-1 zoning at the Southwest corner of Alabama Street and West Redlands Boulevard, on the grounds: (1) That such approval is detrimental to this city' s long-range land use development in an orderly and comprehensive manner as provided in the Redlands General Plan adopted in accord- ance with the California Planning Act. (2) That such approval undermines cooperation and con- fidence between the City of Redlands and the County of San Ber- nardino in achieving orderly growth and development of lands in the public interest. Resolution No. 2504 Page Two (3) That such approval encourages and promotes premature commercial zoning in a transitional area abutting the City of Redlands, upsets the city' s general plan, and is a complete failure upon the part of the County of San Bernardino to carry out its - responsibilities in good faith to the cities in planning matters. (4) That such approval is detrimental to the preparation and completion of proposed zoning to assure orderly development by the West and East Valley General Plans® AND, BE IT FURTHER RESOLVED that the City Council of the City of Redlands requests the Board of Supervisors to join with the mayors and councilmen of San Bernardino County in a broad study of zones of influence and City-County relationships through the City- County Coordinating Committee.
