HomeMy WebLinkAbout6757_CCv0001.pdf RESOLUTION NO. 6757 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ESTABLISHING SUPPLEMENTAL RULES FOR ADVISORY BOARDS AND COMMISSIONS WHEREAS, on November 19, 1991, the City Council of the City of Redlands adopted Resolution No. 4783 to establish rules for the City's advisory boards and commissions; and WHEREAS, since the adoption of Resolution No. 4783, City staff has expended considerable resources in support of the City's advisory boards and commissions; and WHEREAS, this City Council, in adopting Resolution No. 4783, recognized that, while of great civic value, the multiplicity of City advisory boards and commissions stretches the ability of City staff to serve as liaison and secretariat to all groups, and that the large number of advisory bodies in itself can amount to a barrier to effective communication with this City Council because of the volume of activities involved, the concomitant agendas, minutes and reports generated, and the thoroughness with which the City's advisory bodies approach their assignments; and WHEREAS, focusing the boards and commissions on a clearly defined scope of services approved by the City Council is intended to improve responsiveness to City Council priorities; and WHEREAS, more clearly defining the advisory character of the City's advisory boards and commissions and adopting supplemental rules addressing core policy issues may improve staff efficiencies; and WHEREAS, some advisory boards and commissions have specific legal duties such as the Board of Library Trustees under the California Education Code, and the laws establishing such duties take precedence over any contrary provision herein;. NOW, THEREFORE, BE 1T RESOLVED, by the City Council of the City of Redlands as follows: Section 1. It is the intent of the City Council to establish annually, goals and core policy directions for each City advisory board and commission. The City Council shall endeavor to establish such goals and policy direction for each City advisory board and commission by December of each calendar year, for the succeeding year. The City staff and Council Member liaisons to the advisory board or commission shall assist in developing such goals in consultation with board and commission members. 1Acc1erk\Reso1utions%757 Hoards Commission.doc i i Section 2. Each City advisory board and commission established by the City Council shall submit to the City Council an annual progress report and recommended implementing tasks to achieve its goals for the succeeding year by January 31 of each year. Such implementing tasks shall be developed in consultation with the City staff and Council Member liaisons. Section 3. City advisory boards and commissions shall advise the City Council solely on matters related to their duties and responsibilities as established by the Redlands Municipal Code. Members of City advisory boards and commissions shall participate in training seminars presented by City staff relating to such boardmembers' and commissioners' duties and responsibilities Section 4. City staff liaisons to City advisory boards and commissions shall have responsibility for the content and preparation of agendas. Each regular meeting agenda for a City advisory board or commission shall contain a business item for the consideration of future board or commission agenda matters. Under that item, any boardmember or commissioner may, in writing, request his or her board or commission to approve the addition of a matter, provided such matter is within the advisory board or commissioner's jurisdiction, for discussion and possible action on a future meeting agenda. Section 5. Boards and commissions are prohibited from directing City employees in the exercise of a power or the performance of a duty or function conferred or delegated to the employee by the City or authorized to be exercised or performed on the City's behalf, or on the administration and enforcement of a City policy. Section 6. With the exception of those advisory boards and commissions granted such authority by State law or the Redlands Municipal Code, City boards and commissions shall refrain from the activities of promulgating or interpreting City ordinances or policy, providing direction to City staff regarding City ordinances or policy, or directing staff for the purpose of gathering data or information.
