Mayor Foster called the meeting to order and offered those present the
opportunity to provide public comment on any item on the agenda for the session.

PLANNING WORKSHOP:
Strategic Plan Progress Report — Mayor Foster explained the purpose of this
workshop was to provide an update from staff as to progress toward the primary
focus area objectives and planned activities for the City of Redlands 2014-2017
Strategic Plan.
Strategic Plan Objectives Overview — Assistant to the City Manager Janice
McConnell provided a brief presentation of each of the focus area objectives,
which include, Fiscal Accountability, Economic Development, Infrastructure,
Land Resource Management, and Safety and Community Services. She also
outlined specific actions in support of the objectives and reviewed the status of
work. As public comment, Andy Hoder suggested the subject of this special
meeting should be more appropriately discussed at a regular City Council meeting
to reach a wider audience.
Priority Focus Review — Mayor Foster led the discussion reviewing the five
Priority Focus areas, taking each one separately. City Council remarks and
suggested edits resulted in a proposed list of additions and or modifications to the
Priority Focus Areas. Objectives involving the airport, transit village studies and
conservation easements will be considered as additions to the Plan and brought
back for Council review at a future date.

PUBLIC HEARING:
Ordinance No. 2827 - Cannabis Dispensaries, Cannabis Manufacturers,
Cultivation, and Delivery of Cannabis — Mayor Foster opened the hearing and
called upon Loralee Farris, of the Development Services Department, for
background and reasons for the timing of proposed changes to the Redlands
Municipal Code (RMC). The California legislature recently adopted legislation
identified as the Medical Marijuana Regulation and Safety Act (MMRSA) to
comprehensively regulate medical marijuana (medical cannabis). Although the
MMRSA allows municipalities to regulate or ban cannabis cultivation,
manufacturing, transportation, and distribution of medical cannabis within their
jurisdictions, it requires some local enabling legislation to accomplish some
aspects of this. If a city chooses to regulate these activities comprehensively, it
must adopt an overlay of local regulatory standards that are at least as strict as the
state's default regulations. Specifically, the MMRSA provides that if a City has
not banned or regulated cannabis cultivation by March 1, 2016, then cultivation in
that City will be subject only to State law on this issue. As public comment, Dr.
Sam Wong, Andy Hoder and Mario Saucedo expressed support for the proposed
prohibitive amendments to the RMC. Dr. Seraj Majid expressed opposition to
Ordinance No. 2827 stating that MMRSA is intended to address the use of
marijuana for medical, not recreational, purposes and the City of Redlands should
be regulating, not prohibiting this use. On motion of Councilmember James,
seconded by Councilmember Gilbreath, the City Council unanimously approved
the introduction of Ordinance No. 2827 amending Chapter 18.18 of the RMC to
prohibit cannabis dispensaries, cannabis manufacturers, cultivation, and delivery
of cannabis in the City.

There being no further business, this meeting was adjourned at 5:21 P.M. The
Council will meet next at their regular meeting scheduled at 5:00 P.M., January
19, 2016.
