HomeMy WebLinkAboutContracts & Agreements_54-2016 FIRST AMENDMENT TO THE AGREEMENT FOR AIRPORT CONSULTING SERVICES This first amendment ("First Amendment") to the agreement to provide airport consulting services dated October 6, 2015 ("the Agreement"), by and between the City of Redlands, a municipal corporation ("City") and Coffman Associates ("Consultant") is made and entered into this 15th day of March, 2016. City and Consultant are sometimes individually referred to herein as a"Party" and, together, as the "Parties." RECITALS WHEREAS, it is the desire of the City and Consultant to amend their existing Agreement, specifically Sections 2.1, 4.1 and 5.1, to revise the Consultant's scope of work and total compensation for the performance of certain Services; NOW, THEREFORE,City and Contractor agree as follows: AGREEMENT Section 1. Section 2.1 of the Agreement is hereby amended to include the additional scope of services more particularly described in Exhibit"A""Scope of Services." Section 2. Section 4.1 of the Agreement is hereby amended to modify the Performance of Services and shall read as follows: "4.1 The Services shall commence on October 6, 2015. Consultant shall perform and complete the Services in a prompt and diligent manner by May 24,2016. Section 3. Section 5.1 of the Agreement is hereby amended to increase Consultant's Compensation and shall read as follows: "5.1 The total compensation for Consultant's performance of the Services shall not exceed amount of One Hundred-four Thousand, Six Hundred Twelve Dollars ($104,612.00). City shall pay Consultant on a time and materials basis up to the not to exceed amount, in accordance with Exhibit "C" entitled "Project Costs and Hourly Rates." Harris, President ATTEST: By; Sam Irwin, C4 Clerk 2 _1f\ -2 - I\raW raW m\.ASrec a n1sAVsaAmendment to Agreement with Coffman n Associates-Airport P'c dt 3,05.16.doe EXHIBIT"A" ADDITIONAL,SCOPE OFSER VICE, FOR FIRST AMENDMENT TO THE AGREEMENT ELEMENT - PREPARE ANALYSIS RELATED TO HELICOPTER ACTIVITY AT REDLANDS MUNICIPAL AIRPORT Task 1A - Evaluate the Safety of the Existing Runway System Being Able to Accommodate Fixed-Wing Aircraft and Helicopter Activity Description: An evaluation will be made to determine if Runway 8-26 is capable of temporarily accommodating fixed-wing aircraft and helicopter operations simultaneously given the high volume of helicopter training activity at the airport in a safe and efficient manner. A review of the existing airspace structure and traffic pattern layout associated with the airport will be made and information will be obtained from airport operators to better understand the operating environment associated with the runway system. An evaluation of the operational activity (aircraft types and volume) will also be analyzed. Product: A determination as to Runway 8-26 being able to support fixed-wing aircraft and helicopter activity in a safe and efficient manner on a temporary basis with the understanding that a dedicated helipad will be established separate from the runway system to accommodate future helicopter operations. A summary report will be provided in narrative and/or graphic format summarizing the findings of Task I and will be provided in PDF format. Responsibilities: Coffman Associates and a Subconsultant will be responsible for this task. The City of Redlands will provide comments on the summary report prior to finalizing the appropriate documentation. Task 2A—Determine a Location for a Temporary Helipad Description: An evaluation will be made for a temporary helipad that is in a safe location as it relates to operational activity and existing development at the airport. The appropriate processfor designating a temporary helipad will be followed as needed and could include the submittal of FAA Form 7480-I, Notice for Construction, Alteration and Deactivation of Airports. Coordination with FAA and CAL`I'RANS — Division of Aeronautics representatives will be needed to help reach a consensus on the location and temporary approval of the helipad. Product: An approved location for a temporary helipad. A summary report will be provided in narrative and/or graphic format summarizing the findings of Task 2A and will be provided in PDF format. Responsibilities: Coffman Associates will be responsible for this task. The appropriate process for designating a permanent helipad will be followed and include the submittal of FAA Form '1480-1, Notice of Construction, Alteration, and Deacth,ation of Airports. Coordination with FAA and CALTRANS - Division of Aeronautics representatives will be needed to help reach a consensus on the location and approval of the permanent helipad. This task will also include a revised CALTRANS Airport Permit designating the permanent helipad. Product: An approved Iocation and proper permitting for a permanent helipad. A summary report will be provided in narrative and/or graphic format summarizing the findings of Task 3A and will be provided in PDF format. Responsibilities: Coffman Associates will be responsible for this task. The City of Redlands will provide comments on the summary report prior to finalizing the appropriate documentation. Task 4A — Evaluate/Determine the Appropriate Traffic Pattern Altitude for Helicopters Description. The existing CALTRANS Airport Permit (Corrected Airport Permit No. SSD- 032) designates the helicopter traffic pattern altitude at 800 feet AGL on the south side of the airport. An evaluation will be made to determine if this traffic pattern altitude is appropriate for helicopter operations based upon the airspace structure, operational activity (aircraft types and volume), and adjacent land uses. As needed, the appropriate process for changing the traffic pattern altitude will be followed and include the submittal of FAA Form 7480-1, Notice of Construction, Alteration, and Deactivation of Airports. As needed, coordination with FAA representatives, CALTRANS - Division of Aeronautics representatives and helicopter operators will occur to help reach a consensus on appropriate traffic pattern altitude. This task could also include a revised CALTRANS Airport Permit designating the approved helicopter traffic pattern altitude. Prothcct: An approved helicopter traffic pattern altitude and appropriate permitting to establish such. A summary report will be provided in narrative and/or graphic format summarizing the findings of Task 4A and will be provided in PDF format. Responsibilities: Coffman Associates will be responsible for this task. The City of Redlands will provide comments on the summary report prior to finalizing the appropriate documentation. Task 5A - Coordination Meetings Description: Up to three (3) coordination meetings are budgeted for this study. Responsibilities: Coffman Associates and the City of Redlands will coordinate jointly on setting up the meetings. Product: Up to three(3)coordination meetings. COST ESTIMATE Task 1 A- $ 5,476 Task 2A- $ 3,706 Task 3A- $ 3,706 Task 4A- $ 1,838 Task 5A- $14,896 Total Cost Estimate$29,622.00 PROJECT SCHEDULE The following is a breakdown of the estimated time needed to complete Tasks 3 A through 4A as outlined above,exclusive of governmental reviews and approvals.
