A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
IMPLEMENTING MODIFICATIONS TO STAGE II OF ITS WATER
CONSERVATION PLAN AND RESCINDING RESOLUTION NOS. 7506 AND
7587
WHEREAS, on July 29, 2014, the California State Water Resources Control Board
("Water Board"), in an effort to increase water conservation during the current drought, approved
mandatory watering restrictions ("Restrictions") which were to expire on April 25, 2015; and
WHEREAS, on May 5,2015,the Water Board,due to the continued drought,reestablished,
for an additional 270 days, Restrictions; and
WHEREAS, on October 29, 2015, the City received an Administrative Civil Liability
Complaint of$61,000 after the City failed to meet the State's required 36%conservation reduction;
and
WHEREAS, on November 3, 2015, the City Council of the City of Redlands approved a
reduced irrigation schedule of two days per week in an effort to further reduce the City's water
use; and
WHEREAS, on May 18, 2016, the Water Board revised emergency regulations, requiring
the City to self-certify its water use reduction as compared to 2013, which was determined to be
zero; and
WHEREAS, the City desires to balance its water conservation efforts during tunes of
Restrictions with maintaining the health of trees and landscape by increasing watering days; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS as follows:
Section 1. Resolution Nos. 7506 and 7587 are hereby rescinded;
Section 2. The City Council directs City staff to enforce Water Code Section 863
through Section 866;
Section 3. Water used for irrigation purposes is restricted to three days per week
allowing even-numbered addresses to irrigate on Mondays, Thursdays and Saturdays, and odd-
numbered addresses to irrigate on Tuesdays, Fridays and Sundays, during the prescribed hours
cited in the Redlands Municipal Code Section 13.06.080, B.
Section 4. Accounts who have agreements to exchange entitlement water and who are
irrigating for fanning purposes are exempt from Section 4 above.

Section 5. The City Council hereby determines that the approval of this Resolution is
exempt fro rn review under the Calltbrnia Environmental Quality Act ("CE A") pursuant to
section 15061(b)(3)of the state's CEQA Guidelines because it can be seen with certainty that there
is no possibility that approval of this Resolution may have a significant impact on the environment.
