HomeMy WebLinkAbout2016_06_01 - Special MINUTES: of a special joint session meeting of the City Council and the Planning Commission of the City of Redlands held in the Council Chambers, Civic Center, 35 Cajon Street, at 6:00 P.M. on June 1, 2016. PRESENT: Paul Foster, Mayor Jon Harrison, Mayor Pro Tem Pat Gilbreath, Councilmember Paul Barich, Councilmember John James, Councilmember Carol Dyer, Chairwoman, Planning Commission Steven Frasher, Commissioner Conrad Guzkowski, Commissioner Julie Rynerson Rock, Commissioner Patrick Wallis, Commissioner ABSENT: Jan Hudson, Commissioner Ken Jeske, Commissioner STAFF: Sam Irwin, City Clerk; Carl Baker, Public Information Officer; Chris Diggs, Municipal Utilities and Engineering Director; Chris Boatman, Quality of Life Director; Oscar Orci, Development Services Director; Troy Clark, General Plan Project Administrator Mayor Foster called the meeting to order, asked Chairperson Dyer to call the Planning Commission to session, and offered those present the opportunity to provide public comment on any subject within the jurisdiction of the City Council or the Planning Commission. PUBLIC COMMENT: None forthcoming NEW BUSINESS: Land Use Changes - Mayor Foster opened the workshop and called upon General Plan Project Administrator Troy Clark for an overview of the General Plan Update process and the General Plan Land Use Map proposed for amendment. The map, which depicts various land use designations for areas throughout the City and its sphere of influence, acts as the roadmap for future development and redevelopment in the City. The proposed amendments reflect land use changes consistent with the updated, theme-based General Plan. For the workshop, the proposed changes were grouped into five general categories for consideration: 1. Changes to reflect City-owned citrus groves; 2. Changes to reflect actual use; 3. Changes to reflect transitioning areas; 4. Changes requested by owners; and 5. Changes in designations. Mr. Clark presented a summary of all the proposed changes in each category. After each category summary, time was afforded for comment from each Planning Commissioner, Councilmember, and the public. It is important to note that the purpose of this workshop is to provide an opportunity for the City Council and Planning Commission to give general guidance on Special Meeting June 1,2016 Page 1 recommended land use changes to be analyzed in the EIR. While the discussion provided insight into the opinions of the Planning Commission, the City Council and some members of the public, no final decisions resulted from the evening's workshop. Mayor Foster concluded the workshop with an observation that the Steering Committee recommendations are sound and the comments heard during the workshop should be taken back to them for further consideration prior to the analysis work ahead. PUBLIC COMMENT: Changes Reflecting Actual Use — Steve Rogers questioned the motivation changing the Wabash Avenue Neighborhood Commercial Changes in Transitioning Areas - Steve Rogers called for an Esri Master Plan to adequately evaluate the transition within the Texas Street and Stuart Avenue Block. Changes Requested by Owners - Daniel Cozad, General Manager of the San Bernardino Valley Water Conservation District (SBVWCD), submitted in writing his compatibility concerns with the Seven W Enterprises Business Park request for a designation as Light Industrial. Due to the location of Groundwater Recharge facilities in the area, SBVWCD requested notification anytime the property changed ownership. Changes in Designations - Dennis Brown suggested the area to be designated Open Space would be a great place to relocate the dirt pile currently obstructing final approach at the Redlands Municipal Airport. Steve Rogers remarked at the lack of traffic impact analysis with respect to Transit Villages. Greg Brittain reiterated his opposition to Transit Villages. Bill Miller called for further explanation of the planning process and the impact of decisions made prior to Plan implementation. ADJOURNMENT: There being no further business, the meeting was adjourned at 7:55 P.M.
