PUBLIC COMMENT: None forthcoming LATE BREAKING ITEM, Noting that the need to take action was immediate, Councilmember Gilbreath moved to add to the City Council's closed session agenda as a "late breaking item" the consideration of a conference with real property negotiators for the possible purchase of City property described as APNs 0171-101-01, -02, -03, -04, & - 05 and 0171-211-15, -17 & -25. The motion was seconded by Councilmember James and carried unanimously. The item was added to the Closed Session as C-6. CLOSED SESSION REPORT: City Attorney McHugh announced that no reportable action was taken by the City Council during the closed session. June 7,2016 Page 2 PRESENTATIONS: RUDY Pet Adoptions — Animal Control Officer Bill Miller introduced "Laurel", a four year old male Dachshund mix, who is available for adoption along with thirty- five other dogs and sixty-nine cats at the Redlands Animal Shelter. Officer Miller announced that thirty-four dogs and twenty-eight cats were adopted since the last City Council meeting. Skateboarding — Mayor Foster presented a resolution from Assemblyman Steinorth's office and a City Council proclamation to Sk8park members Colsen Tucker, Beau Barris, Andy McCune and Ron Devaughn declaring June 21, 2016 as Go Skateboarding Day. Conservation Contest - Assisted by Cecilia Griego, of the Municipal Utilities and Engineering Department, Mayor Foster presented certificates of recognition to Sadie Spurlock as the winner of the 2016 Water Conservation Poster Contest. Animal Shelter Donors - Assisted by Police Chief Mark Garcia and Animal Control Officer Bill Miller Mayor Foster presented certificates of appreciation to donors who have contributed over $1,000.00 to the Redlands Animal Shelter over the past year. Recognition certificates were presented to Monica Ortega of Amazon Warehouse 49, Lorin Grow of Furry Face Pet Boutique, Katherine Yandell of Blue Buffalo, Sam Trad of Redlands Elks Lodge 4583, Hovey Tile Art, Redlands Friends of Sheltered Animals, Sandra Ryan, Claire Reid and William Buster. PUBLIC COMMENTS: Crosswalk Safety - Crossing Guard Thom Salisbury presented a long list of incidents he has observed involving unsafe practices at intersections adjacent to schools throughout Redlands. He also presented suggestions to improve conditions at these intersections and provide a safer environment. Inspection Fees - Tina Ferrero asserted that she is being double charged for inspection fees on two condominiums she owns in Redlands. She said her Home Owners' Association pays inspection fees and passes the charge on to condominium owners. Additionally, the City of Redlands charges her directly. Skate Park - Susan Broderick thanked the City Council for recognition of Go Skateboarding Day and said she hoped this would be the last year the City's youth would have to go somewhere else to skateboard. Sources of Aggravation - Dennis Bell expressed his displeasure with San Bernardino Associated Governments efforts to widen interstate highways and introduce passenger rail service in the Inland Empire, with City of Redlands efforts to update the General Plan, and with old furniture discarded along Kansas Street near the City Yard. June 7,2016 Page 3 Outreach and Input - Greg Brittain called for more effort on the part of government to inform residents about program proposals. He said ideas such as the Redlands Passenger Rail, high density stacked housing and inefficient modes of transportation need to be subjected to public debate. Election and Skateboarding Days - Andy Hoder suggested City Council meetings which fall on election days should be rescheduled to avoid a conflict. He also expressed his support and appreciation for those who are working so hard to build a skate park in Redlands. CONSENT CALENDAR: Minutes — On motion of Councilmember Gilbreath, seconded by Councilmember James, the City Council unanimously approved the minutes of the regular meeting of May 17, 2016. Code Review - On motion of Councilmember Gilbreath, seconded by Councilmember James, the City Council unanimously agreed to direct staff to perform a review of the City of Redlands Conflict of Interest Code in accordance with Section 87306.5 of the California Government Code and submit a report no later than October 1, 2016. Resolution No. 7638 - General Municipal Election - On motion of Councilmember Gilbreath, seconded by Councilmember James, the City Council unanimously approved Resolution No. 7638 calling and giving notice of a General Municipal Election and requesting the Board of Supervisors of the County of San Bernardino to consolidate said election with the elections to be held on Tuesday, November 8, 2016, for the election of certain officers. Resolution No. 7639 - Candidate Regulations - On motion of Councilmember Gilbreath, seconded by Councilmember James, the City Council unanimously approved Resolution No. 7639 adopting regulations for candidates for elective office pertaining to candidate statements submitted to the voters at the General Municipal Election scheduled for November 8, 2016 Proclamation — On motion of Councilmember Gilbreath, seconded by Councilmember James, the City Council unanimously approved a proclamation recognizing June 21, 2016 as Go Skateboarding Day. Resolution No. 7640 - Recycling and Recovery - On motion of Councilmember Gilbreath, seconded by Councilmember James, the City Council unanimously approved Resolution No. 7640 fulfilling administrative requirements for participation in the California Department of Resources Recycling and Recovery Payment Program and designating the City Manager or his designee as the signature authority to execute documents to implement and secure funding from the Program. Grant Distribution Agreement—On motion of Councilmember Gilbreath, seconded by Councilmember James, the City Council unanimously approved an Interlocal Agreement between the between the Town of Apple Valley and the Cities of June 7,2016 Page 4 Adelanto, Barstow, Chino, Colton, Fontana, Hesperia, Highland, Montclair, Ontario, Rancho Cucamonga, Redlands, Rialto, San Bernardino, Upland, Victorville and the County of San Bernardino, California concerning the distribution of the 2016 Justice Assistance Grant Award in the amount of$14,775 to the Redlands Police Department and authorize an additional appropriation of the same amount. Hometown Heroes Eligibility—On motion of Councilmember Gilbreath, seconded by Councilmember James, the City Council unanimously approved amendments to the guidelines and application for the Hometown Heroes Military Banner Recognition Program to include living veterans. Resolution No. 7641 - Grant Application Agent - On motion of Councilmember Gilbreath, seconded by Councilmember James, the City Council unanimously approved Resolution No. 7641 designating the Municipal Utilities and Engineering Director as the City of Redlands agent to execute the Caltrans grant application for Cycle 3 of the California's Active Transportation Program. Resolutions No. 7626, 7627, 7630 and 7631 - LMD and SLD Tax Levy — On motion of Councilmember Gilbreath, seconded by Councilmember James, the City Council unanimously approved Resolution Nos. 7626 and 7630, giving preliminary approval of the engineer's reports for Landscape Maintenance District (LMD) No. 1 and Street Lighting District (SLD) No. l; and Resolution Nos. 7627 and 7631 declaring the City Council's intention to levy and collect assessments for FY 2016-2017 in LMD No. 1 and SLD No. 1 and setting July 5, 2016, for a Public Hearing to consider the levy of assessments within the Districts. COMMUNICATIONS: Citrus Report — Tim Sullivan, of the Quality of Life Department, and the City of Redlands in-house Auditor, James Garland, presented an executive summary of the Citrus Division Annual Report. The net proceeds from all groves increased to $222,953.00 in FY 2014-2015. Unaudited financial records for FY 2015-2016 suggest that grove revenues have exceeded expenses by $47,253.27 as of February 29, 2016. FY 2016-2017 Budget — In introducing the Proposed Budget Summary for the General Fund, Finance Director Tina Kundig highlighted the fact that overall FY 2016-2017 revenues,primarily from property taxes, sales taxes and franchise fees, are projected to increase by $916K. After a lull in development activity and revenues during FY 2015-2016, these revenues for FY 2016-2017 are estimated to increase by $597K. The total available sources to fund General Fund operations for FY 2016- 2017 are planned to be $64.4M. Final budgeted expenditures are planned at $58.8M for FY 2016-2017 which results in a year-end General Fund estimated surplus of $93,451.00 and an ending unreserved fund balance of $8.9M at June 30, 2017. An unreserved fund balance of$8.9M, together with $10.3M in reserves, equals $19.2M and represents approximately three and a half months of operating costs or 29%, which exceeds the Government Finance Officers' Association recommendation of at least 2 months or 16.67%. On motion of Councilmember Gilbreath, seconded by June 7,2016 Page 5 Councilmember James, the City Council unanimously approved FY 2016-2017 Budget. NEW BUSINESS: RPRP Station Design —Mayor Pro Tem Harrison explained the need to augment San Bernardino Associated Governments design efforts for a portion of the Redlands Passenger Rail Project (RPRP) to ensure the Downtown Station is architecturally appropriate for Redlands. As public comment, Greg Brittain pointed out that the RPRP was not supposed to cost any Redlands money and reiterated his opposition to the Project. Dennis Bell listed several recent City projects and questioned the utility of each. Andy Hoder described his frustrated experience, on the internet, seeking information to make an informed evaluation of the RPRP. On motion of Mayor Pro Tem Harrison, seconded by Councilmember James, the City Council approved an allocation of funds in an amount not-to-exceed $150,000.00 for the design of the Downtown Station of the RPRP and authorized the Mayor or any City Council Member to execute an agreement for same. Councilmember Barich voted No on the motion due to the source of funding for the design. CCTV Truck — Bassam Alzammar, of the Municipal Utilities and Engineering Department, presented the rationale for the purchase of a replacement Closed Circuit Television Video (CCTV) Truck. On motion of Councilmember Gilbreath, seconded by Councilmember James, the City Council approved the purchase of a new 2016 Sewer CCTV truck from Plumbers Depot, Inc., for the amount of$172,800.00. CONFIRE Membership - Fire Chief Jeff Frazier presented a summary of benefits to the City of membership in the CONFIRE Joint Powers Authority (JPA). On motion of Councilmember Gilbreath, seconded by Councilmember James, the City Council unanimously authorized the City of Redlands continued membership in the CONFIRE JPA for FY 2016-2017 and approved the payment of annual service fees in an amount not-to-exceed $599,184.00. Claims Administration —Human Resources Director Amy Martin explained the need for a Third Party Administrator to facilitate day-to-day operations and assure that the City complies with the ever-changing workers' compensation regulations. On motion of Councilmember Gilbreath, seconded by Councilmember James, the City Council unanimously approved a three year contract with AdminSure, in the amount of $311,797.00, for the administration of the City's Self-Insured Workers' Compensation Program. Safety Hall Sale—Development Services Director Oscar Orci provided details for the sale of City owned property at 212 Brookside Avenue. On motion of Councilmember Gilbreath, seconded by Councilmember James, the City Council unanimously agreed that approval of a Purchase and Sale Agreement and Escrow Instructions for Assessor's Parcel Nos. 0171-101-01, -02, -03, -04 and -05, and 0171-211-15, -17, and -25 by and between the City of Redlands and Vantage One Real Estate Investments, LLC., is exempt from the California Environmental Quality Act (CEQA) pursuant to June 7,2016 Page 6 Section 15061(b)(3) of the CEQA Guidelines; and approved the Purchase and Sale Agreement. Annual Purchase Orders - Quality of Life Director Chris Boatman presented a summary of the annual purchase orders for the Department. On motion of Councilmember Gilbreath, seconded by Councilmember James, the City Council unanimously approved three an annual purchase orders, one with One Stop Landscape Supply, in the amount of $525,000, for processing services for the diversion of green waste and wood waste for the Solid Waste Division; one with Applied LNG Technologies, in the amount of$450,000.00, for the supply of liquefied methane gas; and one with San Bernardino County Public Works, in the amount of $150,000.00, for the collection of bulky solid waste items. Property Sale Amendment - Quality of Life Director Chris Boatman explained the administrative requirements necessary to conclude the sale of City property located south of San Bernardino Avenue and east of Judson Street. On motion of Councilmember Gilbreath, seconded by Councilmember James, the City Council unanimously approved a second amendment to the Purchase and Sale Agreement and Joint Escrow Instructions by and between the City of Redlands and Redlands Pennsylvania, LLC. The amendment confirms Redlands Pennsylvania's approval of its Due Diligence review of the agreement. SUPPLEMENT NEW BUSINESS ITEM: Alcohol Consumption Authorization - Quality of Life Director Chris Boatman outlined a request from the Terrifay Family to serve and consume alcohol within the Orange Street Alley. On motion of Councilmember Barich, seconded by Councilmember James, the City Council unanimously approved the request for the serving and consumption of alcoholic beverages for a private event within the Orange Street Alley on June 12, 2016. COUNCIL,MEMBER ANNOUNCEMENTS AND ACTIVITIES: The Festival of the Arts, on May 28 and 29, 2016, was attended by Councilmembers James and Gilbreath. Councilmember Barich recently visited Cuba and was impressed by how much he appreciates the United States of America and specifically living in Redlands. The 10,000 Steps Pro_ gram will be ready to start on June 11, 2016 and will run until August 6, 2016. The Firefighters Car Show, on May 29, 2016, was attended by Councilmember James The Memorial Day Observance on May 30, 2016, at Hillside Memorial Garden was attended by Councilmembers James and Gilbreath. Mayor Pro Tem Harrison will attend a San Bernardino Associated Governments Transit Committee Meeting on June 9, 2016 to consider a request for proposals for the Redlands Passenger Rail vehicles. June 7,2016 Page 7 Mayor Foster attended the Chamber of Commerce Rise and Shine on June 3, 2016, the Family Service Association Hunger Walk on June 4, 2016 and the Redlands Symphony Dancing with the Stars also on June 4, 2016. Mayor Foster announced he will be away on vacation June 9 to 16, 2016 The Mayor also reminded everyone of the State of the City luncheon hosted by the Redlands Chamber of Commerce on June 24, 2016 at the University of Redlands Orton Center.
